To promote citizen’s right to self-governance. Angola’s 2018-2022 National Development Plan (PND) marked the introduction of the Participatory Budget in all 164 municipalities of the country by 2022. The legal regime on the Participatory Budget was defined and approved in the Decree Presidential No. 234/19 of July 22, which sets the annual value of AOA 25,000,000.00 (Twenty¿Five Million Kwanzas/ approximately $30,000) to be allocated to each Municipality. In addition, Presidential Decree No. 235/19, of July 22, approves the Participatory Budget Regulation (OP). The participatory budget thus encompasses two components: the first relating to the Citizens’ Budget, which is managed by the Technical Committees, elected by residents; and the Participated Budget of the Municipal Administration, relating to the budget that is prepared and approved with the participation of citizens through listening to their priorities. Since 2018, the United Nations Development Program (UNDP) has supported the Government of Angola, in collaboration with the Ministry of Territorial Administration (MAT) and the Ministry of Finance (MINFIN) in the implementation of national plans for the Participatory Budget (PB), through the “Technical Assistance for Local Authorities” project. This project supported the introduction of the PB, in addition to training Civil Society Organizations (CSOs) for monitoring and evaluation of public policies and public finance management. In 2021 and 2023, the Municipal Forum for the Collection of Contributions from the Participated Budget of the Municipal Administration (FAMCO) was held, facilitated by CSOs, motivating residents across the country to participate in public policies. Data from this initiative were published in the Report of the Municipal Forum for the Collection of Contributions from the Participated Budget of the Municipal 2 Administration, released in 2022. In the FAMCO report carried out in 2021, it was found that the needs of residents focused on several sectors, placing health, education, food production, access to water, electricity and the improvement of access roads at the top of the priorities. In 2023, a new consultation was carried out to prepare the National State Budget, with important information regarding the needs of citizens across the country. In order to complement presidential decrees 234 and 235/19 on several topics, including the design of a regulatory framework for the operation of the CTGOM, UNDP has proposed to the MAT team the creation of a Basic Guidance Note to define minimum standards for municipal budget allocation in social sectors. This Basic Guidance Note aims to create parameters for municipal administrations to guide their municipal planning, towards greater local development, combating poverty and improving local services. To this end, the UNDP, in close collaboration with the MAT, under the project “Technical Assistance for Local Authorities”, requests proposals from a civil society organization or training agency to carry out public consultations and meetings with institutional partners, to the preparation of a guideline note for the OP’s budget allocation.

OBJECTIVES AND EXPECTED OUTPUTS/ DELIVERABLES  

The objective of this Call for Proposals is to Production of Basic Guidance Note on participatory Municipal Budgets

Collect information on key sectors for citizens, analyzing the reports and minutes prepared from the Municipal Contributions Listening Forums for the years 2021 and 2023; 

– Study cases from other countries with budget allocation guidance notes, especially within the scope of the Participatory Budget; 

– Study and record the budget allocation standards sought by Angola according to the Ministry of Finance, and international agreements to which Angola is a party, such as SADC; 

– Hold meetings with partners (MAT, MINFIN, OSCs, CACs and other local government bodies) to create the guiding note, with contributions from the priorities of citizens, local and central administrations of the State; 

– Collect specific contributions from women and vulnerable populations not reached in consultation mechanisms such as FAMCO, such as people with disabilities, if these populations have not had sufficient consultation; 

– Prepare a guiding note with contributions from the priorities of citizens, local and central administrations of the State, ensuring that it includes, in addition to key sectors, allocations for the development of policies and strategies at local level that strengthen human rights, promote equality of gender and the protection of vulnerable and LGBT communities. 

– Prepare a proposal appropriate to the level of socioeconomic development and geographic location according to the current classification (A/B/C/D) 

– Present the Basic Guidance Note proposal to various partners (MAT, MINFIN, CSOs, CACS, other local government bodies and entities) for full appropriation; 

– Propose a budget allocation that can be used by Municipal Administrations when budget planning within the scope of the Participatory Budget. 5.
