Capital and Asset Management Program – Lacey Construction Shop
Lacey, Washington – Thurston County

Provide leadership to a team of construction professionals in the inspection, maintenance and repair of agency assets.

Utilizing your robust knowledge in various fields of construction, you will provide technical assessments, creates and publishes detailed reports of concerns, deficiencies, and repairs made, schedules a crew and needed materials, creates estimates, and successfully mentors staff.  Additionally this position will lead a crew of professionals in full carpentry construction projects.

In this dynamic role, you will inspect domestic and production water supply lines for leaks and exercises valves, inspect and conduct routine maintenance on a variety of hatchery production systems, make repair, to buildings and facilities and lead general carpentry projects

With your experience, you will be responsible for grading the conditions of buildings such as residences and offices for human safety issues, and structural integrity.

We are seeking a candidate to ensure valves, pumps, small engines, and water distribution systems are serviced regularly and performs related preventative maintenance.

Duties:

Here are some things you will do in this role:

Project Management: 

  • Supervises a team of journey level workers in the through scheduling, directing, coordinating, and supervising in the various phases of construction.  
  • Independently prepares drawings and sketches to illustrate fabrication projects for staff to follow, as well as conveys verbal instructions. Prepares as-built drawings for components designed internally.
  • Participates in conceptual and 30-60-90 drawing reviews, providing expertise to mitigate issues of functionality or feasibility.  Identifies issues or conflicts that would require adjustments or exemptions to ordinary construction practices.

Supervision and Mentoring: 

  • Supervises and mentors technical and professional level staff in order to support an effective, motivated team.
  • Sets goals and objectives, develops strategies to implement, and develops performance measurements and standards for the purpose of ensuring individual and program performance objectives are met.
  • Monitors and inspects work in progress to ensure continuity and timely completion of work.

Carpentry: 

  • Independently constructs and performs major repairs and remodels to buildings, sheds, bridge abutment, handrails, stairs, porches and various other structures from specification, plans, sketches, or instructions.
  • Assess the conditions of various facilities at hatcheries statewide.  Facilities include residences, offices, shop buildings, incubation, and feed storage buildings.
  • Identifies structural deficiencies and issues that could pose harm to human safety.

Plumbing: 

  • Repairs or replaces pressured commercial and residential water supply lines and sewage drainpipes.  Installs water heaters, both gas and electric.
  • Repairs, refurbishes, and replaces residential and public restroom fixtures.
  • Assess the conditions of residential and commercial plumbing components at hatchery and wildlife facilities statewide such as exercising valves and the location and inspection of supply lines for potential failures.

Mechanical and Metal Fabrication: 

  • Independently services and provides diagnostic functions on crowders, rotating belt screens, electric rolling doors, winches, and predation prevention structures.  Determines the need and takes action to replace seals, gear boxes, hydraulic drives, motors, and oil changes as necessary.
  • Layout, cuts, assembles, and welds standalone covers to protect electrical components from environment elements.
  • Services and repairs small engines.
  • Performs welding repairs on pipe and pipe supports when necessary.

Electrical Preventative Maintenance: 

  • Inspects and assesses the conditions of basic residential and light commercial electrical components and performs minor repairs.  Makes recommendation for larger scale repairs requiring a licensed electrician.
  • Inspects and assesses the need to replace switches and outlets, exhaust fans, breakers, and lighting fixtures.
  • Installs lighting circuits.

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Duties are performed at construction sites on hatchery and wildlife areas. Hazards include working on rough terrain, riverbanks, slippery slopes, and other surfaces, confined and difficult to reach spaces, and working and driving in all types of weather conditions, including extreme heat, rain, or snow.  Bending, stooping, squatting, twisting, pushing, pulling, and lifting of 50 pounds repetitively when loading and unloading trucks or moving materials around project site.
    • Some tasks will involve sitting at a desk and working on a computer. Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time.
    • Must be able to negotiate water in emergency situations.
  • Schedule:
    • Monday – Thursday, 6:00 AM – 4:30 PM.
    • Work overtime as needed/requested. This may include overnight stays and evening and weekend work.
  • Travel Requirements:
    • Travel required 60-80% depending on season.
  • Tools and Equipment:
    • Basic hand tools, power tools such as drills, roto hammers, cut off saws, circular saws, nail guns, jack hammers, cement mixer, sanders, metal band saws, welders, cutting torch, chainsaws, plate compactors, pressure washers, air compressors and/or powered motors; automotive equipment and trailers.
  • Customer Interactions:
    • Frequent interactions varying between Federal, Local, Inter-Agency, and Intra-Agency customers and vendors.

Qualifications:

REQUIRED QUALIFICATIONS:

  • Two (2) years of experience and completion of a recognized apprenticeship in at least two (2) skilled trades.

Or 

  • Four (4) years of applicable work experience or vocational training.

Or

  • Two (2) years’ experience as a Construction and Maintenance Project Lead.

Experience:

  • Five (5) years direct and skillful experience in carpentry.

License:

  • Valid driver’s license.

Knowledge of:

  • Construction methods and cost of operations and limitations of construction equipment, materials, their cost, uses and sources of supply; contractual relations, including specifications and fiscal procedures; principles of engineering and their application to construction.
  • And ability to recognize hazardous building materials. 

Skilled in:

  • Reading and interpreting construction plans, specifications, blueprints, sketches, and shop drawings. 
  • Using Outlook, Word, and Excel.

 
PREFERRED QUALIFICATIONS:
In addition to those required qualifications, our ideal applicant will also have some or all of the following: 

  • Knowledge of Washington State Purchasing rules and regulations.
  • Knowledge of Hydraulic Project Approval (HPA) Permits.
