Job Title: Primary Health Care Advisor

Department/Location: Uganda, Kampala /Office of Health and HIV

Reports To: Project Manager

Type: Consultancy – 200 days full time with possible extension. Must must be authorized to work in Uganda

Overview:

The U.S. Government is the largest donor in Uganda to the health sector. USAID’s health assistance in Uganda focuses on HIV/AIDS and tuberculosis (TB); malaria prevention and treatment; family health, which includes maternal and child health; family planning; nutrition; global health security; and health systems strengthening.

USAID supports a large and diverse portfolio with sub-teams on HIV/TB, strategic information, health systems, family health, global health security and malaria. As Uganda’s health indicators improve, it is increasingly imperative that USAID leverage its full portfolio for strengthening sustainable primary health care and community-based systems in Uganda. This approach will not only contribute to continued improvements in health outcomes but will also increase Uganda’s resilience against future outbreaks and health-related areas of concern.

IBTCI seeks an advisor to provide support to The Office of Health and HIV (OHH) by strengthening USAID’s approach to primary health care and for mentoring staff in OHH across their diverse portfolios. As a critical member of the senior management team, the advisor, under the guidance of the Health Director or her designee, will: 1) mentor OHH staff in their roles to understand how USAID works and contribute to the Agency’s progress vs. programs mandate; 2) lead and coach cross-office staff to work with the MOH to develop and execute a strategic approach to community health and primary health care strengthening.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Develop formal mentor and coaching plans for at least 5 OHH staff members who are identified and agreed to with the consultant, Office Director and Deputy Office Directors. Lead discussions with other in-office trained coaches to ensure wide coverage of mentoring and coaching support for OHH members and identify external resources for mentoring and coach staff.
  • Provide informal mentoring and coaching across the office in collaboration with OHH Director and deputies.
  • Track and manage follow-up to OHH retreats to ensure accountability for commitments and to improve OHH morale.
  • Lead and coach cross-office staff to concretize a strategic approach to primary health care strengthening including community health.
  • Work with OHH director and deputies to collaborate with the MOH on the vision for primary health care strengthening and to agree on and oversee plans and strategic shifts across the OHH portfolio.

NOTE: The consultant will not perform other inherently governmental functions or duties (e.g. will not serve as AOR/COR or supervise staff), but rather will advise, mentor, and facilitate as appropriate on the performance of inherently governmental functions on the part of the Office or Mission.

KEY DELIVERABLES: (SMART – tangible outcomes)

  1. Develop an OHH coaching and mentoring plan.
  2. Develop an OHH coaching and mentoring summary report and recommendations.
  3. Create a guiding document (i.e. not a lengthy strategy) on primary health care and community health for the OHH portfolio. This document will include the required deliverables for Primary Impact Countries. This should include the approach OHH is taking to supporting primary health care and the commitment we are making across disease portfolios.
  4. Develop metrics and milestones to track performance on primary health care and alignment with GOU policies and strategies.

Qualifications

Minimum Requirements:

  • 10+ years of experience working with USAID and leading teams.
  • Specialized experience related to community health and primary health care strengthening.
  • Excellent interpersonal skills; ability to work in a dynamic team environment with a diverse set of partners and stakeholders.
  • Excellent writing skills and ability to write in a collaborative process; ability to meet deadlines.
  • Outstanding organizational and planning abilities.
  • Demonstrated experience in partnership development, strategic planning, and securing partnerships for health impact.
  • Experience with a diverse set of partners, such as civil society, foundation, bilateral donors, and other partners (preferred).
  • Experience working and collaborating with U.S. government agencies and private sector organizations, including officials with international organizations, foreign and domestic government officials, and development partners.
  • Knowledge and skill to help advise other specialists in and outside the Agency, as well as top managers and decision-makers, on issues of developing, communicating, or enhancing health programs.

Education: Master’s degree in a related field.

Working Environment: Work is typically in person at the USAID Mission Offices in Uganda or another designated office space.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in Uganda.
