Northrop Grumman Mission Systems is seeking a Principal International Trade Compliance Analyst (Level 3) to join our team of qualified, diverse individuals. The position will be located in Linthicum, MD and supports a part-time hybrid telework arrangement (2-3 days in the office each week).

The qualified applicant will become part of Northrop Grumman’s International Trade Compliance organization, supporting the Land & Maritime Sensors portfolio, working to ensure compliance with export laws and internal processes that support foreign policy and protect national security.

What You’ll Get To Do:

Responsibilities Include:

  • Develop and manage comprehensive internal export and import controls to ensure compliance with regulatory agencies in the conduct of international marketing, sales, supply chain and other business activities.

  • Establish business processes for submitting to and obtaining from the US government all necessary export and import licenses, permits, certifications, and technology release determinations.

  • Executes operational processes to ensure regulatory trade compliance through gate reviews of technical data, foreign travel, foreign visits and export and import shipments.

  • Maintain applicable trade compliance records in accordance with regulatory requirements.

  • Perform compliance assessments of transactions and support the law department in investigating and resolving compliance problems, questions, or complaints.

  • Support performance metrics for export processes.

  • Collaborate with various functional areas to develop and implement appropriate authorization strategies to meet business requirements and ensure compliance with all regulatory agencies.

  • Determine and validate appropriate commodity jurisdiction and classification when conducting the order of review to include applicability of formal Commodity Jurisdiction or CCATS submission.

  • Independently assess complex transactions and determine applicability of internal gate reviews, licenses, exceptions, and exemptions.

  • Assist in the review of export/import clauses in Statements of Work and Non-Disclosure Agreements and provide recommendations regarding potential impact to business activity.

  • Review and disposition public release requests.

  • Perform compliance assessments of transactions as necessary for investigations of potential instances of non-compliance.

  • Assist in the development, revision, and implementation of trade compliance policies and procedures as necessary to support portfolio.

  • Represent the organization as a prime contact on complex contracts or projects, internal working groups, and capture activities. Interact with senior internal and external personnel on high visibility matters often requiring coordination between organizations.

  • Exercise good judgment of when to seek management support and guidance as needed, including collaborating on decisions which have the potential to be high visibility or impactful.

  • Mentor junior level Analysts and Technical Advisors on export regulations and internal processes and procedures.

  • Develop and deliver presentations, including Export General Awareness training, program/function specific export training, lessons learned, and program/capture export licensing strategy updates to Division leadership.

Qualifications

Basic Qualifications:

  • Level 3: Bachelor’s degree plus 6 years of relevant experience, or Master’s degree plus 4 years of relevant experience

  • Proficiency in utilizing and applying the ITAR and EAR

  • Ability to assess and apply export regulations when determining commodity jurisdiction and classification

  • Ability to obtain and maintain a U.S. Security Clearance

Preferred Qualifications:

  • Experience with OCR’s EASE software

  • Excellent interpersonal and communication (written and verbal) skills

  • Proficient in Microsoft Office suite of products

  • Experience in and comfortable with providing training in person or via virtual methods

  • Experience in mentoring junior employees

  • Experience in reading and interpreting regulations and applying changes to current procedures and practices

  • Experience in both DCS and FMS export requirements

  • Experience supporting business development activities

  • U.S. security clearance (Secret or above)

Salary Range: $84,600 – $127,000
