PSOD blends concessional finance with financing provided on its own account at market terms (together referred to as ‘blended finance’), to increase the development impact of its private sector operations and support progress towards the UN’s Sustainable Development Goals (SDGs). ADB’s Private Sector Operations Department (PSOD) is seeking the services of a Principal Investment Specialist (Blended Finance) who will lead a growing team of blended finance specialists that support PSOD’s blended finance and parallel fund raising and deployment activities. The incumbent will report to Head, GSU and will supervise international, national and administrative staff.
Responsibilities:
Fund administration:
  • Supervises Blended Finance Specialists in preparing and reviewing internal documentation for managing funds, processing blended finance transactions and reporting to contributors through annual, quarterly and other reporting requirements, including but not limited to ACFP;
  • Works with external auditors for annual financial audits, including the provision of requested information to external auditors
  • Leads the coordination with ADB’s Office of Risk Management, Treasury Department, Controllers and other concerned offices for the preparation of blended finance and funds information to be provided to third parties.
  • Coordinates with concerned ADB offices to resolve identified issues relating to the management of donor and parallel funds
  • Works closely with PSOD’s portfolio management division to support day to day operations in the administration, monitoring, and risk management of projects co-financed by donors and concessional third parties
Blended Finance Project Development and Processing:
  • Supervises the origination of a pipeline of eligible blended finance transactions and screening of blended finance and parallel fund opportunities in ADB’s developing member countries
  • Supervises blended finance specialists in analyzing transactions, constructing arguments for the use of blended finance and drafting and negotiating relevant documentation (e.g., concessional financing applications, term sheets, loan agreements) in accordance with blended finance principles and fund documentation. This may involve traveling with project teams for discussions with government, commercial lenders and private sector sponsors;
  • Supervises the analysis and structuring of blended finance and parallel fund transactions to maximize the potential for commercial co-financing and catalyzing of additional sources of capital
  • Supervises due diligence, risk analysis and mitigation in the structuring of loans and mezzanine financing instruments for third party concessional and parallel fund financing
  • Supports ADB’s internal blended finance approval processes including interfacing with credit, safeguards, integrity, legal and other teams as well as management and the ADB Board
  • Supervises the preparation of TA papers and applications for TA funding (either as stand-alone TAs or components of investment) in coordination with relevant staff;
Fund raising and Donor relationship management:
  • Supervises donor and parallel fund raising, negotiation, internal processing, and documentation thereof
  • Liaises with donors to ensure projects are aligned with the appropriate financing mandates and fulfill conditions under co-financing agreements including approvals, monitoring, evaluation and reporting
Policy and Project Evaluation:
  • Drafts or comments on projects, policy and other papers related to private sector blended finance and parallel fund operations, and development across a range of key themes and sectors
  • Works with PSOD divisions and teams to help achieve ADB’s co-financing goals and objectives
  • Participates in country teams for planning and programming purposes, particularly with respect to private sector development and operations and sector priorities
Knowledge Sharing:
  • Conducts analysis and prepares discussion papers on blended finance topics, provides inputs to ongoing initiatives/discussions with donors about engaging the private sector in infrastructure financing activities
  • Participates in and contribute to internal and external training and conferences and other activities for advocacy, dissemination and knowledge building relating to third party concessional financing
  • Maintains and shares knowledge of emerging best practices in fund management
  • Advises ADB staff on internal operational issues relating to blended finance, and/or ADB’s position regarding fund documents and meetings;
Staff Supervision:
  • Takes the role of team leader to develop capabilities/potential of reporting staff.
  • Tracks the performance of reporting staff providing clear direction and regular monitoring and feedback on performance.
  • Ensures the on-going learning and development of reporting staff
Qualifications:
Relevant Experience & Requirements:
  • Master’s degree in business administration, finance, accounting, science, engineering or related fields, or University degree and at least 5 years specialized experience relevant to the position can be considered
  • At least 12 years relevant work experience in finance, climate project development or consultancy in emerging markets, of which at least 5 years hands of experience in blended finance and/or fund management, preferably with demonstrated ability to manage donor relationships, at least 6 years relevant work experience in developing, processing and executing private sector climate mitigation and adaptation projects, with experience in gender equality
  • International experience working in development in several countries
  • Excellent verbal and written communication skills in English are required, including a demonstrated ability to communicate ideas clearly and confidently with good presentation skills in one-on-one settings or to larger groups (inside and outside of ADB)
  • Highly motivated and strong work ethic
  • Excellent organizational, multi-tasking and time management skills with demonstrated ability to work efficiently and meet deadlines
  • Strong interpersonal skills and ability to work effectively with large, culturally diverse teams at all levels
