Summary of Requirements

The Politico-Military Unit of the OSCE Support Program for Ukraine implements the project “Strengthening Democratic Control of the Ukrainian Armed Forces” together with the Ministry of Defence of Ukraine. The project objective is to enhance effectiveness of Ukrainian military authorities’ efforts in raising awareness and promoting DCAF and its key areas such as rights and freedoms of military personnel, gender equality in the Ukrainian Armed Forces, interaction between the Ukrainian Armed Forces and civil society and media as well as integrity in the Ukrainian Armed Forces. Under the project, the OSCE hired five national experts to develop a handbook and leaflets on rights and social guarantees of military personnel and their family members during the martial law. The experts also developed a handbook, leaflets and flashcards on interaction of the civil society and media with the Ukrainian Armed Forces during the martial law under. OSCE translated into Ukrainian the latest addition of the Security Sector Governance and Reform: Guidelines for OSCE Staff, developed by the OSCE Secretariat in 2021.  OSCE SPU requires Printing services to print materials out using previously designed layouts as specified in Terms of Reference.
