Program Overview: Chemonics International, a US-based international development consulting firm, seeks a Private Sector Engagement Advisor for the USAID Iraq Together project. Iraq Together aims to provide more equitable, efficient, and sustainable public services in Iraq, as well as improving government responsiveness to citizens’ needs and demands. Objectives of this project include working with the Government of Iraq (GOI) to improve service delivery and strengthen democratic and participatory governance.
Position Overview: The Private Sector Engagement Advisor reports to the Deputy Chief of Party (DCOP) and is responsible for working with government entities, private sector organizations and civil society organizations (CSO) to identify local private sector actors and partnership opportunities to promote sustainable and independent service delivery and civic activities. The advisor will build a network of local private sector actors in the districts Iraq Together will operate within and will manage relationships with government entities and CSOs and local resources to identify partnership opportunities for public service delivery (solid waste management, water, sewage, etc.) and civic activities. This position is open to Iraqi nationals and will be based in Baghdad, Iraq. The Private Sector Engagement Advisor should be willing to travel within Iraq a minimum of 8-12 weeks per year.
Responsibilities include, but are not limited to:
- Manage the engagement with private sector entities across the project, including identifying and linking private sector across with government entities and CSOs for improved service delivery and civic activities.
- Liaise with the Localization Fund and Regional Teams to ensure thoughtful and rapid identification of opportunities for grants, subcontracts, or technical assistance with identified private sector actors are implemented.
- Design new or adapt existing private sector engagement tools and approaches for the Iraq Together activity (project).
- Coordinate closely with identified government entities and Civil Society Organizations (CSO) to identify goals and initiatives that might benefit from private sector support and link initiatives to private sector actors.
- In coordination with the Localization Fund Director and the DCOP, design and implement interventions, grants, and technical assistance that enable and improve service delivery and independent civic activities and achieve service delivery and CSO objectives.
- Ensure high-quality technical delivery through active performance management, monitoring partnership and engagement best practices, and continuously ensuring contractual compliance in line with USAID and Chemonics standards and regulations.
- Contribute to project reporting deliverables to provide updates on private sector engagement and interventions.
- Other duties as assigned.
Qualifications & Preferred Skills
Qualifications:
- Bachelor’s degree in business administration, economics, or other field with relevant experience required; Master’s degree preferred.
- Five (5) years of experience working in private sector development and public private partnerships in Iraq preferred.
- Experience working for USAID or other donor funded projects preferred.
- Familiarity with Iraq’s districts, municipalities, local communities, and private sector preferred.
- Demonstrated understanding of private sector engagement strategy and ability to apply this to identified government entities and CSOs.
- Strong written and oral presentation skills.
- Fluency in written and oral Arabic required, English proficiency is preferred and proficiency in other local languages is a plus, but not required.
