Context:

Private Sector Partnerships Division:

The Private Sector Partnerships Division (PSP) sits within the Office of Partnerships, Advocacy and Communications under the overall oversight of the Director General. PSP builds partnerships with the private sector that enable IOM’s strategic priorities and engage the private sector as a key stakeholder in migration through impactful and innovative partnerships. PSP leads strategic outreach and engagement with the private sector and provides Headquarters, Regional and Country Offices with assistance and expertise relating to initiating, establishing and maintaining partnerships with the private sector. PSP is responsible for the development and implementation of IOM’s Private Sector Strategy which provides a framework for how IOM engages with the private sector to support safe, orderly and regular migration. PSP oversees engagement with the private sector, establishes and coordinates IOM’s private sector partnerships due diligence process, builds staff capacity in private sector partnership-building and oversees the Goodwill Ambassador programme and celebrity partnerships.

IOM Regional Office in Nairobi:

The International Organization for Migration’s (IOM) Regional Office in Kenya provides support to IOM offices in the East, Horn and Southern Africa; plans and coordinates strategies and activities within the region and maintains liaison and partnerships with governments, development partners, civil society and the private sector; provides technical support to the missions in the region, governments to develop national migration frameworks and strengthen migration management systems; works with the East African Community (EAC), Intergovernmental Authority on Development (IGAD) and other relevant sub-regional and regional processes.

The private sector engagement strategy 2023 – 2027 sets forth a proven approach based on three main pillars – impact, income and innovation. The strategy assists IOM to enhance partnerships with the private sector to foster change in corporate values and practices; enhance protection of migrants’ rights; generate innovative technical partnerships that capitalize upon business expertise and capabilities and grow flexible funding that can support programme implementation and impact globally and advance implementation of the Global Compact for Migration.

Under the overall supervision of the Regional Director, the direct supervision of the Deputy Regional Director for Operations and the technical supervision of the Head of Private Sector Partnerships Division, the Private Sector Officer will be responsible for private sector engagement in the 25 countries of East, Horn and Southern Africa and supporting country offices in the region in their efforts to build partnerships with the private sector to support IOM Strategic plan 2024-2028 and its Regional Strategy for 2025-2029.

Core Functions / Responsibilities:

1. Private Sector Partnerships:
• Actively identify and lead opportunities to develop partnerships with the private sector in coordination with relevant Missions.
• Map and build existing partnerships at the national level across the region.
• Lead the initiation, outreach, scale up and expansion of existing and new partnerships with Major Donors, corporates and foundations in the East, Horn and Southern Africa.
• In coordination with the Department of Financial Management and PSP team, ensure internal financial and legal frameworks at IOM are conducive and responsive to private sector income collection and allocation of flexible funding.
• Contribute to the establishment of an external private sector advisory group.
• Actively identify and lead opportunities to develop impactful and innovative partnerships with the private sector across the region.
• Coordinate with Missions, private sector focal points and thematic specialists to develop partnerships with the private sector.

2. Regular Pathways:
• Review and validate all the documents and publications related to regular pathways.
• Support the design and implementation regular pathways strategies to engage the private sector in the Country Offices.
• Support the implementation at the national level of the partnership within Country Offices in the East, Horn and Southern Africa missions, while being responsible for escalating the existing partnerships with the private sector across the region.

3. Capacity Building:
• Coach and build the capacities of IOM staff and PSP Peer Support Group by providing advice, guidance and training to ensure consistent, outreach activities that deliver the desired impact in the regions.
• In coordination with the PSP team, plan and support global capacity-building initiatives through online and in-person trainings and workshops.
• Contribute to the setup of communities of practice and tools for collaboration and knowledge management for private sector partnerships across IOM, with a special focus in the East and Horn of Africa Region.
• Identify and propose opportunities for knowledge exchanges in the areas and geographies assigned – for IOM Staff to learn about best practices and success stories on private sector engagement from IOM staff in other regions.
• Provide advice and input to Country Offices in the East, Horn and Southern Africa Region to develop proposals that are relevant and appropriate for the private sector to provide support to institutional priorities in Africa, specifically Regular Pathways, and solutions for displacement.
• Support the Country Offices in designing and implementing national strategies for private sector engagement.

4. Coordination and M&E:
• Monitoring and reporting upon progress against Key Performance Indicators (KPIs) for pipeline under direct responsibility as outlined in the Private Sector Strategy.
• Work with PSP Team as appropriate, to compile and draft narrative and financial reports to private sector donors as it relates to activities led by the Unit.
• Contribute to the development of reporting mechanisms to enable timely impact reporting to Member States, private sector partners and the public to enhance accountability.

5. Perform other duties as required.

Education

  • Master’s degree in Marketing, Communications, Business Administration, Social Sciences, International Relations, Management, Development Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Excellent understanding and experience with fundraising and building partnerships with the private sector in Africa;
  • Proven and successful multi-year track record in private sector partnerships and fundraising with strong ability to meet fundraising targets;
  • Experience in handling Corporate Social Responsibility programs, ESG Frameworks, and corporate recognition programs;
  • Significant experience in exploring new private sector opportunities and providing inputs to design and develop solutions with prospective partners;
  • Experience building long-term partner relationships and understands the value of expanding relationships across geographies and is comfortable engaging with multiple sectors;
  • Experience in working cross-functionally and obtaining relevant content and information from different units to build innovative partnerships with private sector; and,
  • At least five years of experience in private sector partnership building with proven success in mobilizing financial resources from corporations and philanthropic foundations.

Skills

  • Strong ability to reconcile the needs of the Organization with those of the partner;
  • Ability to write, draft, and edit, reports, acknowledgements, briefings, and donor correspondence letters, proposals, grants and appeals;
  • Ability to explain complex issues to external donors and present the Organization and diverse operations in an appealing and concise manner;
  • Ability to develop Unique Value Proposition for private sector partners;
  • In-depth understanding of private sector partnerships, fundraising, philanthropy and UN agencies; and,
  • In-depth understanding of migration and business and human rights.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of French is desirable.
