The unit is responsible for the overall contract management and procurement of goods and services and support services under Long Term Agreements.
Duties:
Under the supervision of the Director of Administration and Finance, the incumbent will perform the following functions:

- Provides guidance and advice to the Director/Head of WHO Country Office HWCO or Responsible Officer in managing procurement and logistics services.
- Advises and guides staff at all level on procurement and promotes collaboration on operational issues.
- Coordinates all procurement, logistics, and contractual services for the department/office on diverse services and commodities such as IT equipment, instruments, vehicles, medicines, building maintenance, office suppose, furniture, and etc.
- Manages the Procurement budget of the office and develops innovative approaches to procurement best practices within the Department/Office.
- Oversees, controls, and certifies the overall compliance of procurement operating procedures through the use of the GSM oracle system and other tools; providing procurement reports, data and statistics in accordance with procurement procedures.
- Coordinates the implementation of procurement work plan activities ensuring objectives and priorities are met and on track.
- Coordinates and provides strategic advice on the administration of Procurement activities.
- Manages the procurement and logistics support and overall procurement services including procurement of goods and services, travel, communications, and information technology needs of the office, and local service vendor requirements.
- Builds a network of external procurement related service providers and vendors to ensure the execution of services for the Department/Office.
- Perform all other related duties as assigned.

- A master’s degree (or higher) in Business Administration, Public Administration Management, or related field.
- WHO only considers higher educational qualifications obtained from an institution accredited/recognized in the World Higher Education Database (WHED), a list updated by the International Association of Universities (IAU)/United Nations Educational, Scientific and Cultural Organization (UNESCO)

- At least seven years of relevant work experience, with proven international exposure, in managing procurement services and logistic services for a programme. Experience managing teams. Experience using Enterprise Resource Planning Oracle systems or similar packages.
Skills:
- Concrete knowledge and expertise in procurement, budget, and finance.
- Concrete skills in the managing and implementing procurement services and processes
- Strong skills and understanding in the area Administration
- Strong managerial skills.
- Strong skills in utilizing Enterprise Resource Planning Oracle systems or similar packages.
- Strong computer skills in office applications including excel, PowerP
- oint, and word.
