The Position:

The Procurement and Logistics Analyst is responsible for effective and efficient delivery of procurement and logistics services to internal and external clients. S/he analyses and interprets the rules and regulations and provides solutions to a wide spectrum of complex issues; promotes a collaborative, client-oriented approach with the operations, programme and project teams in the CO and Decentralized office, HQs staff and the Implementation Partners ensuring successful CO performance. 

You will report directly to International Operations Manager.

Job Purpose:

The Procurement and Logistics Analyst interprets and applies procurement and associated administrative policies, rules and regulations, implements internal procedures and provides solutions to a wide spectrum of complex procurement, purchasing and logistics issues. S/He takes a client-oriented results-focused approach to interpreting the rules, procedures and guidelines, providing support and guidance to the CO and its field offices/projects. S/he supervises clerical and support staff. 

The Procurement and Logistics Analyst delivers quality services in ensuring that procurement planning and the implementation of the procurement plan are coordinated; logistic with shipments of goods are facilitated and managed effectively; solicitation, award of contracts and contract management related activities on the CO is coordinated and conducted per the applicable procedures; and procurement harmonization activities are coordinated on behalf of the country office respecting the applicable policies and procedures.

 

You would be responsible for:

A. Management of office procurement 

  • Prepare a consolidated Procurement Plan of the Country Office (CO) on the basis of a review of all Annual Work Plans and oversees procurement, ensuring the most economical and timely delivery of complete UNFPA country office procurement portfolio.
  • Liaise with the Senior Management Team and Programme Analysts/Specialists (budget holders), in coordination (if required) with relevant Government Departments and NGOs, in defining accurate specifications and agreeing procurement modalities for the most effective and efficient procurement in accordance with prevailing UNFPA policies and procedures. 
  • Provide advice and systems to assist CO staff in proper forecasting, procurement planning and logistics management within their sphere of work in each of UNFPA’s thematic programming areas; including last mile assurance (LMA). 
  • Monitor and evaluate the effectiveness of procurement processes within the Country Office and its project offices and ensure compliance of the office business practices within the provisions of the UNFPA policies and procedures, work practices, and processes and suggest changes for improvement where and when necessary. 
  • Participate in the OMT/BOS Procurement Working Group. Develop and maintain sound working relationships with other working group members. 
  • Ensure coordination with UNFPA Procurement Services Branch and Facilities Management Services, UNOPS and other UN procurement bodies for timely delivery and receipt of goods and services, release, acceptance and delivery of these to the destination point in a timely manner with due attention to quality assurance. 
  • Maintain up-to-date and complete records, documentation and filing of all procurement processes.

B. Management of logistic aspects and assist in the capacity building of IPs 

  • Evaluate, implement and monitor logistics requirement of the CO. 
  • Conduct all logistics activities of the CO in coordination with the IOM, Finance, budget holders and other partners involved in the implementation of the CO objectives.
  • Work closely with IPs, particularly the Ministry of Health on RH commodities and medical equipment from ordering, tracking and reception.
  • Monitor the stock status on a monthly basis at all levels based on the reports made by the CPA and the PPAs.
  • Collect, process and analyze logistics data (stock, deliveries and orders from other provincial supply pharmacies) and update it in SIGLTCHAD. 
  • Track orders to the CPA based on the needs of each PPA. 
  • Participate in the inspection and reception of Sexual Reproduction (SR) products received. • Organize the periodic inventory of stocks at the CPA. 
  • Prepare reports on all logistic related activities.
  •  Perform other duties as needed 

C. Knowledge building and sharing

  • Provide information, technical advice and guidance on all aspects of procurement including inventory and procurement activities, processes and procedures in relation to UNFPA business practices, liaising and advising on best practices as necessary in house as well as with external stakeholders. 
  • Propose and/or update internal Standard Operating Procedures to improve internal controls and efficiency and responding to audit issues. 
  • Keep Country Office personnel abreast of latest developments in policies and procedures and all PSB activity as this relates to the Country Office including regular reporting of procurement activities.
  • and develop curricula and materials for procurement trainings and conduct the latter. 

Carry out any other duties as may be required by UNFPA by the Country Office and Regional Office.

 

Qualifications and Experience: 

Education:  

Advanced (Masters) University Degree or equivalent in Logistics, Procurement or related fields.
 

Knowledge and Experience: 

  • Two years (02) of relevant experience in similar functions 
  • Advance knowledge of spreadsheet and database packages, experience in ERP applications, preferably PeopleSoft (Quantum) 
  • Experience in transit and customs clearance 
  • Previous experience with a multilateral or international organization, notably with UN/UNFPA is highly desirable
  • Proficiency in the current office software applications (Quantum and Quantum+).
     

 Languages: 

  • Excellent oral and written communication in French
  • Working knowledge in English are essential.

Compensation and Benefits:
