Project Background:

The Bangladesh Systems Strengthening for One Health (SSOH) aims to enhance Bangladesh’s global health security (GHS) capacity to operate a high functioning and equitable One Health (OH) disease detection system that prevents, detects, and responds to new and emerging infectious and endemic zoonotic disease, while ensuring good One Health governance and reducing risks of irreversible antimicrobial resistance (AMR). Through evidence-informed and integrated systems approach, SSOH will strengthen Bangladesh’s One Health Systems and enhance the country’s capacity to prevent, detect, respond to, and recover from infectious disease threats. The activity aims therefore aims to achieve results under the following development objectives:

  1. Strengthen Systems for Better One Health Governance across the Government of Bangladesh (GOB)
  2. Strengthen One Health Disease Detection Systems for effective prevention, detection, and response
  3. Reduce Threats of Antimicrobial Resistance (AMR) across OH sectors.

Role’s Purpose:

The Procurement and Logistics Assistant is a key member of the Operations team. S/he will provide procurement and operational support to SSOH implementation, supporting logistics services/needs required for project activities, travels, and events in an efficient and cost-effective manner. The individual supports accurate and complete record-keeping and filing systems based on the project’s Field Operations Manual (FOM), USAID regulations, and contract requirements and limitations. In addition, s/he will conduct procurements start to finish, ensuring that the process was competitive, free, and open. S/he will also help with administrative tasks, including reviewing and consolidating necessary backup documentations for payment of procured operational services. S/he will support operational procurement for travel, logistics, goods, and services. S/he will collaborate with technical teams to ensure the project’s needs are taken into account through procurement processes.

Key Duties and Responsibilities:

  • Provide assistance to procurement team in database entry, procurement tracking, and reporting.
  • Maintain integrity of procurement system and files in compliance with DAI practices and policies and USAID rules and regulations.
  • Maintain procurement activity tracker and provide regular updates on status to the Procurement Manager and relevant technical staff.
  • Review procurement documents in TAMIS as well as hard copy files to ensure all back up documents are included in compliance with the project Field Operations Manual, and revise/correct as required.
  • Report accurate financial data to Finance Officer on planned procurement activities.
  • Responsible for the preparation of source selection memos which provide clear justification for selection of vendor/local subcontractor.
  • Assist in developing procurement plans in accordance with the work plan.
  • Support logistics services related to travel itineraries including flights, accommodation, catering, and car rental services and making timely and necessary booking updates to accommodate changes (s) to travel itineraries.
  • Prepare and submit operational procurement requisitions for approval via TAMIS.
  • Support in the preparation of contracts with vendors and maintaining contracts after award,
  • Maintain a systematic filing system of electronic copies of all procurements and ensuring that all documents are kept current and complete.
  • Assist in organizing tender committees for operational procurement needs.
  • Support the preparation of purchase records.
  • Responsible for checking procurement and logistics deliverables and supporting the payment process in collaboration with the procurement and finance team.
  • Update vendor database regularly and as needed.
  • Verify deliveries are complete and done in a timely manner.
  • In coordination with the Procurement Team, develop RFP/Qs for individual and blanket purchase agreements.
  • Perform vendor checks for exclusion.
  • Provide onsite assistance during events as required.
  • Support inventory management and documentation.

Qualifications

  • Bachelor’s degree in business administration or relevant experience in procurement, logistics, or administration.
  • Minimum of 6 years of experience working in relevant field of procurement, logistics, business administration.
  • Prior experience in USAID project procurement and/or DAI procurement systems a plus.
  • Professional proficiency in English is required, and proficiency in local languages is preferred.

  • An extremely well-organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus.
  • Strong problem-solving skills as well as exceptional customer relations (both internally & externally).
  • Strong commitment to ethics and completing compliant procurement procedures.
  • Possesses training and/or work experience in problem-solving, leadership, and conflict management.
  • Excellent communication and personnel management skills and ability to relate to people at all levels of an organization and from different multicultural backgrounds.

Reporting

The Procurement and Logistics Assistant will report to the Finance and Operations Director.
