Activity Overview: Chemonics International, a US-based international development consulting firm, seeks a Procurement and Logistics Officer for the USAID Iraq Together Ma’an Activity. Iraq Together aims to provide more equitable, efficient, and sustainable public services in Iraq, as well as improving government responsiveness to citizens’ needs and demands. Objectives of this Activity include working with the Government of Iraq (GOI) to improve service delivery and strengthen democratic and participatory governance.
Position Overview: Ther Procurement and Logistics manager reports to Operations Director or designee and is responsible for managing all the procurement and logistics needs of the Iraq Together Ma’an Activity while ensuring compliance with procurement processes, Chemonics/USAID and FAR policies, Key responsibilities include managing procurement documents, coordinating with vendors, monitoring subcontracts and purchase orders, maintaining inventory records, and assisting with grant-related procurements. The role also involves supporting internal evaluations, conducting price analyses, and facilitating meetings for Ma’an events and activities. This position is open to Iraqi nationals residing in Baghdad- Iraq. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include, but are not limited to:
- Manage all of Iraq Together Ma’an’s procurement and logistics needs.
- Preserve the integrity of the procurement process, including drafting project procurement documents including all solicitations, negotiation memos, consents to subcontract, and applicable waivers.
- Provide guidance to technical and operational staff on procurement/compliance policies, in particular those contained in FAR, CFR, ADS, and AIDAR regulating procurement.
- Ensure the application of clear and transparent procurement procedures.
- Work directly with local, regional, or international vendors and service providers to obtain quotations and/or to conduct procurements of commodities or services.
- Monitor subcontracts and purchase orders and conduct follow-up as necessary to ensure compliance with terms and conditions.
- Assist with record management by filing, scanning, and maintaining procurement documents
- Ensure Chemonics/USAID and FAR policies, and procedures are followed and applied.
- Help maintain the inventory tracker, procurement databases, inventory tracking, and asset tagging.
- Coordinate closely with the grants team to support in-kind grants procurements- may include attending grantee kick-off meetings.
- Process voucher and payment requests.
- Organize and participate in internal evaluation committees.
- Help non-procurement staff understand the requirements for submitting accurate and thorough requisitions, cost estimates, statements of work, and determine technical specifications.
- Support with compliance checks and visual compliance reviews.
- Develop solicitations (Requests for Quotations, Requests for Proposals, etc) and prepare Purchase Orders; prepare comparative evaluation summarize and help to usher procurements from the requisition (PAR) stage to the award stage.
- Monitor for any procurement-related conflict of interest and ensure the project’s procurement process is open and transparent.
- Work with the project leadership to answer any questions or provide USAID with any requested information about project procurements.
- Conduct price/cost/reasonableness analyses and market surveys.
- Ensure that beneficial, ethical, and open supplier relationships are created and maintained according to procurement policies.
- Support with grantee and technical beneficiary meetings; arrange meeting space and logistics by working with local vendors, hotel staff, and venues as needed for project-related events.
- Assist project staff in coordinating meetings, facilitating discussions, and developing briefings in support of the selection process.
- Work directly with local, regional or international vendors and service providers to obtain quotations for procurements of requested commodities and services in a timely fashion.
- Other duties as assigned by the supervisor.
Qualifications & Preferred Skills
Minimum Qualifications:
- Bachelor’s degree in business administration or relevant field required.
- Minimum of five (5) years of procurement, subcontracts, and grants required.
- Previous experience with USAID projects and a strong familiarity with USAID roles and regulations is preferred.
- A minimum of two years of management experience, specifically in procurement and logistics, with demonstrated ability to lead teams and build their capacity, is required.
- Proven experience and comprehensive understanding of procurement procedures within international organizations.
- Ability to work in a professional and cordial manner with fellow staff members, visitors, and partner institutions including international and local NGOs, governmental entities, support organizations, and the general public.
- Experience working closely with multidisciplinary teams of junior and senior-level staff.
- Demonstrate dependability, integrity, and initiative to continuously strengthen their capacity in relation to competencies and skills required.
- Strong organizational, management, and administrative skills.
- Strong ability to work efficiently and respectfully with a diverse group of people.
- Proficient in Microsoft Office, in particular Excel, Word, SharePoint, and Outlook.
- Proficiency in written and oral Arabic and English is required; written and oral fluency in Kurdish, and other local languages is a plus, but not required.
