Job purpose
SYCAC is seeking for a procurement and logistics officer, who will be responsible for Responsible for implementing, coordinating and completion procurement and logistics operations and ensuring compliance with SYCAC’s policy and donor’s requirements.
S/He will effectively plan procurement and logistical needs, and ensuring smooth material flow, cost-effectiveness, quality, and efficiency,
in addition to commitment to executing any other related tasks in coordination with the direct manager.

Key Responsibilities

  • Implement, coordinate, and complete procurement and logistics operations, ensuring compliance with SYCAC’s policy and donor requirements.
  • Analyze project procurement needs, forecast demand, and develop procurement plans to meet requirements, while managing procurement budgets and identifying cost-saving opportunities without compromising quality.
  • Identify areas for process improvement in purchasing and logistics, implementing measures to increase efficiency and reduce costs.
  • Participation in the procurement committee, analyzing requirements and selecting appropriate methods based on established policies and practices.
  • Proactively follow up on procurement plans to ensure 100% compliance and inform stakeholders of tender deadlines and updates.
  • Preparing technical evaluation forms, purchasing committee minutes, service contracts, and all purchasing process documents.
  • Maintain and update the supplier database, conduct market surveys, and ensure procurement documentation accuracy.
  • Match invoices, goods/services received notes, and service completion certificates for Finance.
  • Maintain organized procurement files, both hard and electronic copies, in accordance with SYCAC’s procedures.
  • Organize regular market surveys, update vendor lists, and assess supplier risks, ensuring compliance and implementing contingency plans.
  • Ensure that supplier selection processes are fair and transparent.
  • Oversee goods receipt from suppliers, ensuring specifications are met, and work with Finance for timely payments.
  • Plan logistical needs, ensuring smooth material flow, cost-effectiveness, quality, and efficiency.
  • Oversee warehousing for proper inventory management, security, and safety compliance.
  • Supervising and implementing asset inventory and evaluation processes and ensuring a documented and transparent process of receipt and delivery of assets.
  • Develop and prepare documentation systems and logistical forms.
  • Manage external communications with vendors/suppliers in coordination with the direct manager.
  • Provide periodic and technical reports and process donor-requested reports.
  • Adhere to SYCAC’s policies and procedures, including the Code of Conduct and child protection measures.
  • Execute any other related tasks as directed by the direct manager.

Required Qualifications

  • At least a bachelor’s degree in a related field is required.
  • A minimum of three years’ relevant experience with NGOs is necessary.
  • Experience working with various donors, along with familiarity with their rules and regulations, is essential.
  • Excellent skills in writing relevant reports and updates.
  • Ability to effectively supervise and manage procurement and logistics staff is necessary.
  • Excellent planning and organizing skills, along with the ability to adhere to deadlines, are required.
  • Very good analytical and computer skills, as well as familiarity with MS Office (Word, Excel, Outlook, PowerPoint), are necessary.
  • Excellent Arabic, English, and Turkish language skills (written and spoken) are required.
