Qualifications

Organizational Setting

 

Procurement and Supply Chain Management Coordinator works under the overall supervision of the WHO Representative in Myanmar, the technical guidance of the Technical Officer (HIV, Hepatitis and STI) in collaboration with the National AIDS Programme and Drug Dependency Treatment and Research Unit of Ministry of Health.

 

 

 

Major Duties and Responsibilities

 

  1. Assist in overall supply chain management of HIV commodities
  2. Prepare necessary information and facilitate the forecasting and quantification of HIV commodities procurement
  3. Work with the relevant stakeholders of National Programme, UN agencies and technical partners for supply planning, delivery schedules, monitoring and follow up to maintain the in-country adequate stock level of HIV commodities
  4. Coordinate and support for storage at national and sub-national level and distribution of commodities across the country including cold chain transportation
  5. Ensure sub-national level stock needs are supplied according to available national stock level
  6. Support central PSM team for warehouse management including inventory management, record   keeping and safety & risk management
  7. Maintain stock database, monitor and analyze the consumption and stock level
  8. Provide technical support for management of sub-national warehouses for HIV commodities
  9. Assist capacity building on HIV supply management of WHO teams in the field across the country
  10. Support for procurement process of non-health items and service contracts of HIV programme
  11. Perform other relevant duties as may be assigned by the supervisor

 

 

 

Work Relations and Partnerships

 

Procurement and Supply Chain Management Coordinator provides technical support to National AIDS Programme and Drug Dependency Treatment and Research Unit. He/she needs to coordinate with focal from MoH, UN agencies, development partners, and implementing partners. He/she works together with Field project Coordinator/Field Assistant/Data Assistant of respective state/region and Central Project Coordinators/Logistic Assistant from central as a team. He/she works as a part of WHO HIV, Hepatitis and STI team in achieving goals of National Strategic Plan of HIV in collaboration with different stakeholders.

 

 

 

Impact of functions

 

The function plays a key role in strengthening the procurement and supply chain management system of HIV prevention and control programme.  The support to MoH will contribute in improving health care services by providing uninterrupted supply and systematic warehouse management. 

 

 

 

Qualifications

 

 

 

 

Educational background

 

Essential: University degree

Desirable: Training on procurement and supply chain management

 

 

 

Professional experience and knowledge

 

Essential: 3-4 experience in supply chain management of health projects

Desirable: experience in working with UN agencies and international organizations; experience in supply management of HIV commodities

 

 

 

Language Skills

 

Fluency in oral and written English and Myanmar is mandatory.

 

 

 

OTHER Skills

 

IT literate with knowledge of MS Office and familiar with supply chain management software such as mSupply.
