The Strategic Objective is to provide efficient and effective support to WHO Core functions at country level with a particular focus on the Organization’s directing and coordinating role for international health. The objective of the programme is to manage financial, human, and administrative resources in an efficient, effective, results-oriented and transparent manner for carrying out its mission of promoting health, keeping the world safe and serving the vulnerable.

Description Of Duties:

Under the direct supervision of Administrative Officer (AO) and overall guidance by WHO Representative to Myanmar (WR), the incumbent will perform:

  • Support in the process for procurement requests for goods and services for different technical and emergency programmes, ensure adherence to the standard WHO guidelines on procurement, accuracy of information, completion of required supporting documents and check availability of funds.
  • Using GSM, initiate local purchase requests for both catalogue and non-catalogue items in an efficient manner, monitor status and ensure timely process of requests and delivery of goods and services.
  • Arrange for the meetings of the Country Contract Review Committee by identifying with partners suitable dates, compiling and disseminating necessary background documents related to the cases to be  presented.
  • Maintain and update the suppliers’ database including completion of the supplier evaluation forms for all suppliers contracted by WHO office.
  • Using GSM, initiate local purchase requests for both catalogue and non-catalogue items in an efficient manner, monitor status and ensure timely process of requests and delivery of goods and services.
  • Assist in issuing Requests for Proposals (RFPs)for procurement of services and Request for Quotations (RFQs), maintain a monitoring system for receipt of proposals of RFPs/RFQs/ITBs, etc.
  • Preparation of bidding documents, comparative statement, minutes/notes for records, justifications on selection of suppliers, adjudication reports and other documentation related to procurement of goods and services.
  • Maintaining records/documents of goods procurement and filing system, scanning, uploading in GSM.
  • Perform other duties related to area of work and replace colleagues as required.

Required Qualifications:

Education:

  • Essential: Completion of secondary school education
  • Desirable: University degree is an asset

Experience:

  • Essential: At least three (3) years general and administrative work experience
  • Desirable: Experience working in United Nations or an International Organization. Experience in the areas of procurement of supplies and equipment is an asset.

Skills:

  • Thorough knowledge of modern office procedures and practices.
  • The incumbent keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, and WHO.
  • Good knowledge of supplies and procurement.
  • Ability to draft standard correspondence.
  • Ability to handle work in a timely and accurate manner with tact and discretion as required.
  • Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the job training and/or self-training.

Use of Language Skills:

  • Essential: Expert knowledge of English
