OBJECTIVES OF THE PROGRAMME
Des unites d’appui administratif aux pays (CSU) ont ete creees dans lastructure organisationnelle pour fournir un appui aux responsables de serviceet aux membres du personnel a assumer pleinement leurs responsabilites dansl’environnement du Systeme mondial de gestion (GSM) et garantir le respect despolitiques, procedures, regles et reglements institutionnels sur toutes lesquestions et transactions administratives et financieres dans le contexte d’un systeme de planification des ressources institutionnelles (ERP).
DESCRIPTION OF DUTIES
Sous la supervisiondu charge des operations, Le (la) titulaires’acquitte des fonctions ci-apres :1.Assiste le Bureau pays dans l’elaboration des previsions en approvisionnement du bureau sur la base du plan previsionnel d’approvisionnement. 2 Appui dans la mise enœuvre des activites liees a l’approvisionnement, et peut participer en lieu et place du superviseur a des rencontres avec les fournisseurs ou les differentes unites et programmes.3.Elabore en rapport avec les Unites techniquesconcernees, les documents d’appel d’offres de biens et services du bureau.4.Procedea la publication des appels d’offres du bureau et au contact des fournisseurspour les appels d’offre restreints. Apres une selection de marche, initie lescorrespondances aux fournisseurs ayant soumissionnes aussi bien lesfournisseurs selectionnes que ceux non selectionnes. 6.Traite les requetes d’analyse des couts (Price estimate) pour les achats d’articles et de serviceshors catalogue. Si les prix des articles demandes ne sont pas disponibles, ousi les articles demandes ne sont pas dans le catalogue disponible dans le GSM,le demandeur initie une demande d’estimation de couts a travers le GSM etl’Assistant accorde toute attention au gestionnaire et assiste dans leprocessus (RPE: Request for Price Estimate) ainsi qu’il suit:Enregistrer dans le systeme tous les articles et services qui ne sont pas dansle catalogue pour une estimation des couts; Assiste le Manager aidentifier des fournisseurs pour les biens et/ou services demandes ens’assurant que tous les details sont disponibles pour l’enregistrement dans leGSM. Pour les demandes de service, les pro formas sont demandees en tenantcompte des details requis lies au service, du budget et des dates de livraison.7.Initieles requisitions dans le systeme (GSM)8.Assure le suivi de toutes lesrequisitions soumises et approuvees dans le systeme.9.Effectue les revisionsrequises sur les transactions et ou requisitions dans le GSM10.Initie et met ajour les demandes pour approvisionnement en biens et services; s’assureque les listes des fournisseurs sont envoyees pour leur creation dans lesysteme.11.Assiste le bureau pays, dans le choix, la justification pourl’acceptation de l’offre qui n’est pas la plus economique. 12.En cas de demandede service externe, l’Assistant Procurement appui les Managers dansl’evaluation de la requete, sur la base des politiques de l’OMS.13.Accuse reception des paiements des biens et services dans le GSM.14.Fais le suivi avecl’Unite des Finances pour le reglement des factures des fournisseurs.15.Tient correctement a jour les registres et archives de tous les achats du bureau.16.Gere le processus de creation des fournisseurs et assure l’evaluation trimestriel etannuel des fournisseurs17.Produit les statistiques des achats des biens et services du bureau de maniere trimestrielle; produit le rapport annuelsur les achats de biens et services 18.Le titulaire du poste servira de back uppour les autres membres de l’equipe dans des positions similaires ou non ausein du bureau
REQUIRED QUALIFICATIONS
Education
Essential: Avoir un diplome de fin d’etudes secondaires (Baccalaureat) suivi d’une formation en approvisionnement, Administration commerciale, logistique, ou un domaine lie aux achats
Desirable: Bachelor en approvisionnement, Administration ou en gestion ou un domaine lie aux achats
Experience
Essential: Au moins dix (10) anneesd’experience progressive et pertinente dans le domaine des services d’achat etdes services au sein d’une institution publique ou privee reconnue
Desirable: Experience dans des postes d’appui administrative similaire ou dans le suivi des approvisionnements au sein de l’OMS ou dans une autre agence des Nations Unies est un atout. -Une experience a l’utilisation les systems bases sur Oracle ou un autre systeme similaire a ERP est un atout
Skills
Connaissance des processusd’approvisionnement, des systemes, des regles et reglementsadministratifs; Connaissance de l’utilisation de feuilles de calcul et deprogiciels de base de donnees. Capacite a bien travailler sous pression et arespecter les echeanciers; Capacite d’administrer, d’executer desprocessus administratifs et des transactions; de faire preuve de maitrise et d’actualiser sesconnaissances dans l’utilisation de la technologie moderne de bureau. Capacite a effectuer des travaux de natureconfidentielle et a traiter un grand volume de travail. Capacite a se tenir au courant des changementsdans les procedures et les pratiques, regles etreglements, la structure organisationnelle, dans le Bureau Pays,le groupe organique et l’OMS, pour etreen mesure de briefer et expliquerles procedures aux autres membres du personnel

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XOF 17,327,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
