OBJECTIVES OF THE PROGRAMME
The Administration and Finance team in WHO Country Office provides operational, administrative supportand financial services to achieve effective implementation of WHO collaborative programmes in the country. This encompasses and includes vital area of providing procurement services at WHO Myanmar country office, where provision of effective and efficient administrative support is the objective –ultimately in support of the health-related sustainable development goals and universal health coverage in particular
DESCRIPTION OF DUTIES
Under the supervision of the Administrative Officer (AO) and guidance by WHORepresentative to Myanmar (WR), the incumbent is expected to perform: Logistics and Inventory Management
- Responsible for the efficient handling of all WCO MyanmarSupply chain management which includes, procurement, shipping operations, warehousing operations, including drugs and pharmaceutical products.
- Responsible for entering, updating and maintainingday-to-day Inventory Management operations are carried out smoothly and inaccordance with e-Manual, SOPs and guidelines of Global Inventory ManagementSystem (GIMS)
- Coordinatewith WHO HQ and Regional Offices, with the National authorities in the MOHS andCustoms, to apply and obtain Green Light for clearance of all incomingconsignments, hand-over to 3rd party beneficiaries and/or storage inWHO maintained Warehouses and ensure accurate recording and complete accountingof all items – inventories of drugs, medicines, vaccines and emergency stockpile.
- Ensure that the items stored are handled on First-in-first-out (FIFO) andFirst-expire-first-out (FEFO) basis and notify the Project Managers ofsoon-to-expire goods.
- Conduct regular physical random check of the quantity andquality of commodities stored and submit periodical verification reports as necessaryProcurement
- Reviewing, analyzing and budgeting, procurement of goods and services requests including technical specifications.
- Initiating routine correspondence on own initiative withthe Ministry of Health & Sports (MoH), Regional Office (RO) and HQ asnecessary in accordance with standard practice on area of assignedresponsibility, including adjudication reports
- Interacting with Project Managers of MoH for finalizationof procurement requests on variation to costs, specification and communicatingwith Purchasing Contract Services (PCS), SEARO, negotiating with projectmanagers on the procurement requests adjustments, reducing quantities,requesting specifications and verified details.
- Compiling all requisitions and arrange procurement planning, maintaining a tracking system on the status of procurement requestsand keeping technical teams at WHO Myanmar country office and project managers,MoH, informed.
- Supervising local procurement process upon selection ofapplicable procurement method for requests sourcingof suppliers and selection process.
- Certifying payments to suppliers, clearing agents and other service providers.
- Overseeing assets in the field & paying field visitsto Regional Surveillance Officers (RSO) offices and WHO field offices.
- Overseeing the work and smooth functioning of theprocurement and logistics team , assign work and establish priorities.
- Providing procurement training to Country Office Staff(Technical and Administrative) in performing transactions in Enterprise Resource System such as GSM and guidance for problem solving
- Represent WHO as a member of the UN procurement workinggroup and support the implementation of the UN MyanmarBusiness Operations Strategy(BOS)
- Any other relevant duties assigned by WHORepresentative or Administrative Officer
REQUIRED QUALIFICATIONS
Education
- Essential: Completion of secondary school education, supplemented by courses/training in purchasing/procurement/logistics andor accounting.
- Desirable: University degree would be an asset.
Experience
- Essential: At least 8 years’ relevant work experience in Logistics, administration,Procurement Planning, Requisitions, Sourcing of Suppliers, Procurement Methods, Solicitation and Evaluation of Offers,Award of Contract and or Purchase Order, Contract Management and AssetManagement.
- Desirable: Experience in an international organization preferablyUN would be an advantage
Skills
- Thorough knowledge of modern officeprocedures and practices, as applied at the countrylevel. The incumbent keeps abreast of changes in procedures andpractices, rules and regulations, organizational structure, in the department,and WHO. Good knowledge of supplies and procurement. Ability to draft standard correspondence;Strong interpersonal skills, ability to communicate effectively and workcooperatively and collaboratively with those contacted during the course ofwork. Ability to handle work in a timely and accurate manner with tact anddiscretion, as required. Ability to maintain and update knowledge in the use ofoffice technology through in-house courses, on-the-job training and/orself-training
Use of Language Skills
- Essential: Expert knowledge of English. Expert knowledge of MYANMAR.

Duties and Accountabilities  •  Lead engagement and project support to enhance IFC’s responsiveness to stakeholder concerns, including E&S complaints brought to the IFC’s independent accountability mechanism, the CAO, or received directly by IFC (Direct Complaints), and concerns raised by CSOs.
