What will you do in this position?

You will support the Ukraine procurement team to carry out supplier/market assessments and day to day procurement activities.

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world dependent on its huge grain supplies. It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food. 

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

In this position, you will have to:   

1. Provide operational coordination and administrative services, to support procurement projects and activities, following standard processes and contributing to the effective procurement of goods and services.

2. Identify and recommend potential suppliers, and compile data/documents to support the selection of suppliers, ensuring standard processes are followed.

3. Review, record and prioritize purchasing requests, and provide support to requisitioners, in order to support the procurement of appropriate goods and services, at the lowest cost to WFP.

4. Contribute to negotiations with new suppliers on terms and conditions of orders, alongside the authorized officer(s), in order to obtain the best terms and lowest costs for WFP.

5. Prepare Purchase Orders, contracts and any supporting documentation for approval by the appropriate stakeholder, and approve purchases within delegated authority, to enable the swift purchase of goods and services.

6. Resolve issues related to delivered goods, using initiative, liaising with all parties and following standard processes, to ensure timely and accurate resolution of problems.

7. Research, collect and analyze data in order to produce reports to enable informed decision-making by Procurement Officers, and consistency of information presented to stakeholders.

8. Manage updates and further develop databases and records, to ensure information is accurate, organized, and available for others to access, and supports reporting requirements.

9. Maintain relationships with internal counterparts, to support the alignment of procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs. 10. Follow standard emergency preparedness practices to support WFP to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

To join us in saving lives, changing lives, you will have:

Education: Completion of secondary school education. A post-secondary certificate in Procurement or related area.

Chartered Institute of Procurement & Supply (CIPS) Certificate Level 2 (or equivalent) is an added advantage.

Experience: Six or more years of responsible relevant work experience in the procurement process. Post-secondary education can compensate for some years of experience. For example, you will be considered as eligible if you have:

  • Three (3) years of work experience in combination with a Master’s Degree;
  • Four (4) years of work experience in combination with a Bachelor’s Degree.

Knowledge & Skills: 

  • Demonstrates familiarity with locally procurement commodities/goods/services. Familiar with Ukrainian legislation is an added advantage.
  • Demonstrates experience conducting supplier research and supplier management.
  • Demonstrates experience in contract management.
  • Demonstrates knowledge of procurement processes and linkages with other operations (e.g., logistics).
  • Demonstrates professional communication and soft skills when dealing with internal and external stakeholders.
  • The job holder(s) should be conversant with various procurement tools and applications such as SAP applications.

Language: Fluency (level C) in both in English and Ukrainian languages.
