The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.
GCF contributes to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF promotes the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.
GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director.
The GCF’s Readiness and Preparatory Support Programme (the Readiness Programme) supports country-driven initiatives by developing countries to strengthen their capacities and planning and programming frameworks towards a transformational long-term climate action agenda. The GCF Board approved the 2024-2027 Readiness Programme strategy (referred to as “readiness strategy 2024-2027”) that aligns countries with a more strategic approach to readiness support, emphasising programming and direct access in line with GCF’s Strategic Plan 2024-2027 (also referred to as “USP-2”). Implementing the readiness strategy 2024-2027 adopts a ‘systems thinking’ approach to planning and requesting readiness support, focusing on achieving tangible results by strengthening programming capacities and promoting direct access. The Fund seeks to engage multiple Procurement Consultants (Readiness) to join its team at the headquarters in Songdo, Republic of Korea, for the initial 240 days over a 12-month period.
Role
Under direct guidance of the Procurement Manager the Consultants will provide the consultancy services of operational support to implementing the 2024 – 2027 Readiness Strategy by coordinating respective procurement activities. These services will predominantly pertain to running competitive procurement processes and respective contracting activities for selection of professional companies to serve as Delivery Partners.
Duties and responsibilities
The Procurement Consultants (Readiness) will be responsible for but not limited to:
• Collaborate with divisions to identify and implement optimal sourcing strategies, provide specialist advice, guidance, and service on leading practice procurement to all Fund’s divisions, Identify, assess and manage potential risks associated with different sourcing strategies, provide insight through analysis of procurement metrics.
• Participate in supporting the development of the Terms of References for the procurement and contracting of the Readiness Delivery Partners.
• Draft, initiate and manage the procurement and contracting of the Readiness Delivery Partners.
• Coordinate contract management and contract administration throughout the contracting period in collaboration with GCF Divisions.
• Provide procurement advisory, briefings and guidance to internal and external parties of Readiness procurement process.
• Define and manage key relationships to deliver breakthrough performance in cost, service and quality, including technical input to negotiations on strategically significant contracts.
• Review processes, produce regular reports and lessons-learnt and suggest improvements in procedures, processes and practices in order of efficiency and effectiveness increase.
• Perform other related duties as assigned.
Required experience and qualifications
• Bachelor’s or Master’s Degree in Business Administration, Public Administration, Procurement, or a legal discipline relevant to the job. Chartered Institute of Procurement and Supply (CIPS) Diploma Level 4 (or equivalent) is desirable.
• A minimum of 10 (Bachelor) or 8 (Master) years of relevant work experience in purchasing/procurement in public and/or private sectors;
• Preferably with some experience in developing countries.
• Strong capability to develop expert analytic reports and information technology knowledge.
• Demonstrated ability to manage multiple activities simultaneously, delivering high-quality results in terms of process, content, and timeliness.
• Strong ability to develop linkages with the Fund’s different divisions and functions.
• Strong and collaborative leadership capabilities to deliver results.
• Ability to interact effectively across all levels of the organization.
• Experience in working with a range of stakeholders in developing and developed countries.
• Fluency in English is essential; knowledge of another United Nations language is an advantage.
