Job SummaryThe DCS Procurement Manager role is a 15 month FTC, which will be responsible for leading and organising procurement support to various DCS functional teams with a key focus on the IT category but also manage the Security, Marketing and HR categories within the Europe Region. The role will also be responsible for liaising with team members and stakeholders in all other Regions including India and Japan.The DCS Procurement Manager will work with internal, functional stakeholders across the business to ensure that their business requirements are understood and appropriately defined. They will work with stakeholders to deliver a pipeline of tendered products and services They will ensure that products and services are procured quickly and safely with robust contract documentation. Contracts will include negotiated pricing that reflects a competitive environment and which manages and mitigates commercial, operational and reputational risk for the DCS business.The scope of this role covers the full procurement life-cycle to develop strategic plans and supplier profiling, to undertake fundamental sourcing and acquisition programmes, tendering and contracting, negotiations and ongoing supplier relationship management.Reporting to the Regional DCS Head of Procurement, the role includes tactical management and development of effective procurement documentation, which is compliant with our Procurement Policy. The DCS Procurement Manager will help to develop cost plans, cost reduction opportunities and alternative supplier strategies as part of their analysis of the supply requirement.The DCS Procurement Manager will work in the Regional DCS Procurement team, based at DCS offices in Region. The successful DCS Procurement Manager will be a great team player, able to work with and effectively influence demanding stakeholders and able to lead colleagues across a challenging, testing and growing business.Job DescriptionKey Accountabilities:

  • Work with functional stakeholders to identify legitimate business requirements, to develop procurement plans and help to identify cost-effective procurement strategies.
  • Support the drive within the DCS Procurement function towards a more strategic arena, with the development of best practices and effective tracking and reporting mechanisms as part of the day to day requirements
  • Develop effective commercial approaches to tendering, including drafting suitable documentation and leading tendering processes with the supply chain, securing value for money and managing risk.
  • Undertake, detailed and effective commercial negotiations with suppliers to ensure best operating cost and benefit outcomes achieved for DCS, in compliance with Colt Procurement Policy.
  • Help stakeholders to adopt a Total Cost of Ownership view of procurement activities and to help demonstrate the benefits of effective procurement
  • Provide expert Procurement advice and support to Colt DCS colleagues
  • Ensure the sourcing process, from identification of the need (support stakeholders to define the specifications) through sourcing and selection of suppliers through, to contract signature is managed in collaboration with relevant stakeholder groups.
  • Assessment through RFI/RFQ of suitability of potential bidders for invitations to quote – work with DCS colleagues in all business functions, where necessary, to ensure that sustainable procurement and commercial best practice is built into the tendering contract development and supplier selection process.
  • Run and manage RFx activity in DCS on SAP/Ariba
  • Manage and promote procurement governance and best practice policies and guidelines for effective management of operating and capital expenditure.
  • Review and Approve the PRs and POs in Ariba.
  • Able to deal with ambiguity, a fast paced working environment and quickly be able to define Procurement requirements with key stakeholders
  • Run a Supplier relationship management Program including ( QBRs, SRMs and other Contractual Obligations)

Skills and Experience:

  • Proven operational experience in Procurement, with intimate understanding of the full procurement life cycle – from initial market search and sourcing, through tender preparation, contract negotiation, contract award and compliance through Supplier Relationship Management.
  • Ideally with a good understanding of the data centre or telco industry sectors.
  • Track record in Strategic procurement, able to effectively build and execute robust operational plans.
  • Practical knowledge and experience of creating and negotiating commercial contracts
  • Manage projects workload through creating practical plans and provide effective management and cost reductions.
  • Demonstrate management of peaks and troughs in workload and balance of conflicting priorities and tasks.
  • Experience of working in a team environment with the ability to influence and motivate complex, matrix teams both virtually and directly
  • Experience of working under pressure and delivering against tight deadlines
  • Demonstrate excellent negotiation and communication skills, internally and externally with suppliers
  • Able to create a win-win environment with Suppliers and Key Stakeholders alike
  • Understands Supplier Relationship Management (SRM) frameworks and is able to develop and utilise to advantage
  • Experience of leading, working and delivering Procurement strategies through virtual multifunctional teams.
