Org. Setting and Reporting
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is located in the Procurement Unit, in the Division of Administration. The incumbent reports to the Chief of Procurement Officer (CPO).
Responsibilities
Under the direct supervision of the CPO, and overall supervision of the Director of Administration, the incumbent is required to perform the following functions: • Plans, develops and manages all procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities (e.g. information technology, consultancy services, vehicles, catering services, building maintenance materials, office supplies, construction services, furniture, etc.), taking into account local economic and other conditions. • Acts as the primary channel for initiatives such as the Category Management and Contract Management Group from DOS, actively participates and provides inputs to the group. Takes notes and debriefs the CPO and peers in relation to Category Management, and related contract management aspects and developments. Able to train requisitioners in the subject and perform as the ESCAP focal point in providing advisory services to internal stakeholders. • Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle. Along with the CPO serves as a primary focal point for Procurement, Supply Chain and Contract Management advisory services, guiding and resolving queries from internal clients. • Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal evaluations. Serves as the ESCAP focal point for the deployment of e-tendering across the UN Secretariat. Attends meetings accordingly, able to take decisions with a view to have a smooth implementation of the tool, liaises with other technology stakeholders in ESCAP in order to leverage internal expertise in the deployment of the tool. • Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects. • Establishes and maintains work program and schedule for ongoing contracts and newly-planned ones. • Participates in negotiations with senior supplier representatives; signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official. • Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the world commodity situation, production patterns and availability of good and services. • Identifies new technologies, and products/services, evaluates and recommends potential supply sources and participates in the incorporation of research results into the procurement program. Leads the process improvement implementation in line with the supply chain management reform strategy. • Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations. • Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc. Leads the digital transformation in the Procurement function. • Provides guidance to, and supervise, new/junior staff.

Knowledge of contract law and expertise in handling complex contract issues. Ability to shape and influence agreements with requisitioning units and vendors. Ability to apply technical expertise to resolve a range of issues/problems. Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.
Education
Advanced university degree (Master’s degree or equivalent) in business administration, commerce, law or a related field. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Professional certification in supply chain such as Chartered Institute of Purchasing and Supply certification (CIPS level 4) or equivalent is required. Certification in Project/Programme Management methodology by an accredited body (e.g. PMP, PGMP, PRINCE 2 Foundation or Practitioner level certification) or equivalent is desirable.
Work Experience
A minimum of five years of progressively responsible experience in procurement, contract management, contractual law, supply chain or related area is required, with minimum two (2) years of international procurement (buyer) experience handling contractual agreements; Experience handling FIDIC-based construction contracts and complex contract law negotiations is required; Direct experience in leading complex negotiations, with a specific focus on ICT license agreements and infrastructure-related services (construction and leases) is required; Vast experience working with the Enterprise Resource Planning systems (ERP), with a direct experience of bid management module is required; Supervisory experience with an international or multicultural team is required; Experience handling Category Management in strategic procurement categories is desirable; Experience in the review of procurement policies and processes and/or compliance review is desirable;
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Special Notice
This is a temporary position and will be available for an initial period of three (3) months. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post. Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.
