The position will be funded under the development cooperation project “Promoting Decent Work for Syrians Under Temporary Protection and Turkish Citizens” (KFW)). The project aims to facilitate the early entry of Syrian refugees and Turkish citizens from host communities into the labour market and to help them develop and strengthen their skills as required. The project builds on ILO interventions related to the Syrian refugee crisis in Türkiye since 2014, under the ILO’s integrated Programme of Support for refugees in Türkiye. The interventions of the project are also linked with the UNSDCF (2021-2025) as well as UN 3RP Regional Refugee and Resilience Plan. The project has three main outcomes:
The overall objective of the project is to enhance formal employment for Syrians under temporary protection (SuTP) and Turkish citizens and to create formal sector jobs. This objective will be achieved through three outputs:
- Output A: SuTPs are qualified to participate in the formal labour market.
- Output B: Turkish public employment services are strengthened to support SuTP and disadvantaged Turkish citizens to access the formal labour market.
- Output C: Transition to formality is facilitated for SuTP and Turkish citizens.
The Procurement Officer will support the Project to enhance the project results with professional support in acquiring goods and services, according to the ILO rules and regulations.
Reporting lines
- The Procurement Officer will report to the Project Manager under the overall supervision of the Director of the ILO Office for Türkiye.
Description of Duties
Be responsible for the timely completion of specialized procurement support services ensuring compliance with ILO rules and regulations, policies, procedures, and applicable standards on procurement and finance. Prepare the procurement plan for the project and update it on a regular basis.
Conduct market research to identify potential service providers, vendors and implementation partners and their market prices for the procurement of goods and services for the project. Ensure that the necessary controls are made towards the United Nations Global Marketplace (UNGM) Sanction list before contracting and maintain the project procurement database and coordinate preparation of the procurement evaluation reports according to the ILO procurement procedures.
- Participate in the procurement of services and supplies including assisting in the preparation of the terms of references, scope of work documents, and technical specifications. Prepare all necessary documentation for project tenders, including Requests for Quotations (RFQs), Invitations to Bid (ITBs) Requests for Proposals (RFPs), and low-value purchases.
- Prepare draft contracts based on standard templates and provide advice to the Project Manager on contractual clauses. Prepare purchase orders and submit them for approval in the ILO ERP system.
- Participate in the process of evaluating offers, and negotiating/awarding contracts, in accordance with ILO’s financial rules and regulations, considering the project Donor’s requests.
- Follow-up on approvals, progress, and final payments for purchased goods and services.
- Manage inventory records of the project by following distribution, maintenance donation/disposal procedures.
- Collate data and contribute to the preparation of accurate and timely procurement reports to provide project-wide insight for informed decision-making and consistency of information, leading to optimized performance.
- Support auditing of procurement activities by collating the necessary information for recommendations to be responded to appropriately to ensure conformity with compliance rules.
- Brief and provide guidance to project team on procurement and inventory issues and the application and interpretation of the relevant rules, regulations, policies and procedures. Keep abreast of changes to procurement rules and regulations, policies, procedures and other developments.
- Perform any other duties as may be assigned by the Project Manager and the Director of ILO Office for Türkiye.
Required qualifications
Education
- First level university degree in economics, administrative and social sciences, business administration or a relevant technical field. Advanced degree or training or a recognized qualification in procurement (e.g., UNDP/CIPS certification Level 2 or equivalent) would be an advantage.
Experience
- Minimum of one year of professional experience in the procurement of goods and services at national level.
- Expertise in managing and monitoring of external suppliers’ goods and services deliveries.
- Experience in working with vulnerable groups and/or refugees will be an asset.
- Experience in conducting procurement in the context of donor-funded projects will be an asset.
- Knowledge and experience in UN and/or ILO procedures procurement procedures will be an asset.
Languages
- Excellent knowledge of written and spoken English and Turkish.
