Duties and Responsibilities
• Participate in the planning process and contribute to an integrated approach and consistency in the implementation and operationalization of the Agency procurement plan especially for IT services and goods. The ISP will be required to review the procurement plans for the various field offices as well as departments in UNRWA HQ and engage with stakeholders to identify appropriate procurement strategies to ensure timely and efficient implementation of the plans.
• Plan, develop and manage procurement and contractual activities related to procurement of diverse services and commodities (mainly Information Technology, consultancy services and construction)
• Prepare solicitation documents, determine appropriate method of solicitation, conduct and ensure that the solicitation process follows UNRWA procurement rules and regulations.
• Ensure that the source selection process is fair, objective and transparent and that it follows the general principles as set forth in the UNRWA Procurement Framework.
• Advise requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle.
• Contribute to the development and implementation of sourcing strategies for procurement categories mainly, IT, Services and Construction in consultation with program sections at headquarters and field offices.
• Contribute to enhancing vendor performance management and developing partnerships with suppliers to support UNRWA’s programs.
• Propose strategies and design innovative solutions to resolve issues/conflicts for complex procurement projects.
• Prepare/review and submit cases to the Headquarters Committee on Procurement (HCP) for recommendations and subsequent approval by the authorized UNRWA official. Quality assure HCP submissions made by Field Offices and CSSD procurement.
• Conduct market research to keep abreast of market developments; procurement best practices, research and analyze market reports, availability of goods and services; identify new technologies and products/services, evaluate and recommend potential supply sources and incorporate research results into procurement activities.
• Establish approaches for negotiations and conduct all phases of negotiations with concerned parties, including negotiations of disputes arising from contracts.
• Oversee adherence to contractual agreements, recommend amendments and extensions of contracts, and advise concerned parties on contractual rights and obligations.
• Prepare a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.; support the preparation of various reports as required by management.
• Perform other duties as may be assigned by the Supervisor.
Qualifications/special skills
Education: A university degree from an accredited educational institution in business administration, public administration, procurement, supply chain management, commerce, engineering, Information Technology, contract law or a related field.
Work Experience: At least six years of progressively responsible relevant experience in procurement, contract management, contract administration or logistics and supply chain management preferably with ICT category. Experience of consultancy services and construction will be an advantage.
Two years of relevant work experience directly related to first-hand procurement or contracting.
Experience in all phases of procurement in a high-volume procurement operation.
Experience in providing support services to Field Offices under humanitarian, development, or conflict context.
Experience in the supply chain modules in Enterprise Resource Planning (ERP) system.
Experience in conducting procurement at the international level for an intergovernmental organization, governmental organization, or a large multi-national organization.
Languages
Excellent command of spoken and written English. Knowledge of Arabic will be an advantage.
