The Procurement Operations Team at the University of Michigan’s Procurement Services Department is currently offering an exciting opportunity for the role of Procurement Operations Manager. This position will be responsible for managing and overseeing the source-to-spend policies, procedures, and operational SLAs, creating and maintaining sourcing and contracting documents, developing training content, and overseeing the Buying Blue outreach and engagement program.

The Buying Blue Program, a new initiative from Procurement Services, was designed to promote best practices, create efficiencies, and maximize resources on the Ann Arbor, Dearborn, Flint, and Michigan Medicine campuses.  This innovative outreach approach includes procurement buying reviews as well as networking and training opportunities.

The Procurement Operations Manager will support the management, execution, and development of these Programs, enhancing the efficiencies and integrity of procurement processes and deliverables.  The goal is to ensure that the procurement teams are well-equipped to help the U-M purchasing community support the institution’s missions of education, research, and patient care

  • Be responsible for the development, management, and oversight of source-to-spend policies, encompassing SPGs, operational SLAs with partner organizations, and internal procedures, establishing rigorous review standards to ensure continual improvement and alignment with laws, organizational goals, and industry best practices.
  • Manage the development of new and existing souring documents, contract agreements, templates, and applicable documentation ensuring continuity of practice and adherence to applicable laws and policies.
  • Drive consensus and secure leadership endorsement for proposed policy and contract changes while fostering collaboration with cross-functional teams and subject matter experts.
  • Coordinate and develop internal and external procurement training with various resources, identify content needs, recommend delivery methods, and track courses to ensure consistency when policy, process, or technology changes occur.
  • Oversee Knowledge Management across the organization, creating and updating knowledge articles for internal and external stakeholders. Assist with knowledge content updates with the Procurement Services website.
  • Responsible for overseeing the Buying Blue customer outreach and engagement program, building relationships with campus and UM Health organizations, prioritizing stakeholder activities and training, gathering feedback, summarizing and sharing identified issues within the Procurement organization, and closing the loop with customers on issue resolution and knowledge gaps.
  • Establish metrics and goals for program(s) evaluation and progress.
  • Manage team members, including work distribution, performance management process, timesheet approvals, and employee development.
  • Create a dynamic working environment where team members are free to explore, collaborate, and propose new ideas or solutions. Act as a strong advocate for team members’ needs and connect resources to develop team skills.
  • Bachelor’s degree in a related field and/or equivalent combination of education, certification and experience.
  • Minimum of 7 years of experience with increasing responsibilities in the development and implementation of public policy, process improvements, and the procurement life-cycle.
  • Strong procurement analytical techniques and problem-solving skills with high attention to detail
  • Practical experience in Category Management and Strategic Sourcing.
  • Heavy emphasis and experience in contract language development and public procurement processes.
  • Proven experience in policy, process, and contract language development
  • Proven ability and success in complex problem-solving.
  • Demonstrated understanding of and skills in client relationship management, systems analysis, team building, process improvement, and strategic planning.
  • Demonstrated ability to learn new software quickly and to understand technical information and communicate it to others using clear, concise, and user-friendly language.
  • Strong interpersonal skills with a proven ability to form close, amicable, trusting relationships across internal functions and across all levels within the university.

This is a full-time position; Monday through Friday. As part of the University of Michigan Finance Division Future of Work initiative, this position may work onsite, remote, or hybrid (both onsite work and remotely) based on the business needs of the unit.
