We are seeking to employ a candidate for the following position:
Procurement Supervisor

Main purpose of the job:
Planning and supervising the procurement activities for goods, transport, subcontracted works and ser-vices for the project and capital according to MSF standards and protocols in order to ensure a transparent and efficient procurement and supplier performance
Accountabilities:
- Planning and supervising the day to day procurement activities ensuring an efficient implementation of the procurement procedures in the project or capital, ensuring compliance to MSF standards and protocols, including but not limited to the following:
- Regularly assessing the market for new suppliers to supply the recurrent needs of the mission and seeking products/services that offer the best value for money within the shortest timeframes. Negotiating prices and proposing new suppliers to be validated. Developing and maintaining relations with different suppliers in order to ensure a stable supply of goods or services. Submitting and collecting quotations and tenders following the MSF purchasing policy
- Submitting and collecting quotations and tenders following the MSF purchasing policy and providing updates on “item-supplier” data: price, availability, quality, lead time
- Together with the Supply Chain Officer determining the purchase planning according to the incoming requests / orders, product availability (shortages/surpluses), delivery times, budgets and other relevant factors
- Coordinating and supervising the purchasers’ activity, managing the purchasing budget, and settling advances with the Finance Department
- Coordinating and leading the team under his/her responsibility including the definition of each person’s tasks (daily supervision and checking the quality of their work); drawing up working schedule and organizing and leading team meetings
- Supervising, in close coordination with the HR department, the associated processes (training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
- Performing delegated tasks according to his/her specialty and as specified in his/her job description

MSF CH/Context Specific Accountabilities: |

- Plan and organize market assessment for regular categories in Baghdad and Mosul, prioritizing food for patients in MSL and high spend categories (e.g. hygiene…etc.).
- Provide technical support in his/her field and supervise the purchasing team, to contribute to the development of good procurement practices on all projects, the objective being to increase the level of skills of the mission.
- Manage supplier selection processes (goods, transport, and Import/Export customs) in accordance with MSF’s selection policies and criteria.
- After the supplier selection process, prepare the framework contracts for purchasing, transport and customs transit.
- Prepare negotiations and price agreements (goods) with supplier backups.
- The standard Project Logistics and Coordination lists are updated and validated in collaboration with the available requesters and technical referents.
- The Mission has a database of reliable and accessible suppliers/sources of supply.
- The mission has negotiated prices and contracts for all projects destinations/coordination.
- Prices, contracts, and terms of purchasing valid for a minimum period of 1 year from the date of signature
- Local purchases are optimized in terms of quality, value for money, delivery time, delivery method and payment method.
- Develop/update the supplier database with the comments/history of each supplier (validated, backup and non-recommended suppliers).

Specific requirements for the role:

Education |
– Essential: Bachelor’s degree in business administration, certificate in supply chain – Desirable: Technical diploma, in supply chain/procurement or fformal technical training and/or professional certifications in supply chain management (e.g., CIPS, CSCP, or equivalent) would be an asset. |

Experience |
– Essential: min. 1 year previous experience in supply chain management, – Desirable: previous experience in procurement and market assessment activities related jobs. – work experience in MSF NGO experience distinct advantage.

– Essential: Fluency in English (minimum B2) and Arabic, good commands (verbal & written)

Knowledge |
– Essential: Computer literacy (MS Office essential, ERP system experience desirable) |
