JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Pennsylvania State University Office of Central Procurement is currently undergoing an exciting transformation to apply sound supply chain management processes and initiatives across the University to enable increased strategic initiatives and achievement of cost savings and revenue generating opportunities. This new organization structure will simplify processes and modernize policies and practices while incorporating new technologies, data analysis and specialized knowledge of strategic spend categories to identify and gain efficiencies. Central Procurement seeks a Procurement Technology and Programs Consultant to join this cutting-edge initiative.

The Procurement Technology and Programs Consultant is responsible for providing strategic direction and operational management of activities related to technology systems within Central Procurement.  This position focuses on supply chain best practices and utilizing appropriate technology systems and services to enhance efficiency, maintain security, provide data analytics, and enhance end user satisfaction for the ultimate goals of a streamlined and transparent procurement process. 

The Procurement Technology and Programs Consultant will impact the organization by:

  • Implementing the strategic vision of the Chief Procurement Officer as it relates to technologies and process improvement necessary for Central Procurement and their stakeholders
  • Overseeing and coordinating multiple procurement technology projects, including planning, design, implementation, and training, and ensuring alignment with other unit and enterprise projects and systems
  • Cultivating effective relationships with other leaders within and outside Central Procurement to address common issues and achieve goals and objectives
  • Consulting with stakeholders to gather and define requirements, configure and implement new or existing systems, write and execute test plans, develop and maintain system documentation, deliver training and guidance to end users
  • Conducting standard project management activities and coordinating activities for technology and process improvement projects including requirements analysis, solution evaluation, security and accessibility reviews, and implementation planning

Typically requires a Bachelor’s degree or higher plus 4 years of related experience, or an equivalent combination of education and experience. This position will require successful completion of standard background checks.  

This position offers a flexible work arrangement that combines remote and on-campus work. Questions related to flexible work should be directed to the hiring manager during the interview process.

Pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and the Pennsylvania Act of 1988, Penn State publishes a combined Annual Security and Annual Fire Safety Report (ASR). The ASR includes crime statistics and institutional policies concerning campus security, such as those concerning alcohol and drug use, crime prevention, the reporting of crimes, sexual assault, and other matters.
