WHO is the specialized agency of the United Nations with the mission to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans and through WHO’s technical cooperation programmes, including by integrating gender-responsive, equity-enhancing and human rights-based approaches. WHO seeks to address the pledge of leaving no one behind in the programme areas to achieve the national health goals by providing needs-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national technical forums as well as contribute to regional and global public health platforms. The objective of the planning unit is to strengthen the WCO and enhance collaboration with national health authorities and partners by providing technical support and assistance in health planning, resource mobilization and management of WHO collaborative programmes, and by providing increased interface through advocacy and documentation.
Description Of Duties:
Under the direct supervision of the Planning Officer and overall supervision of the WHO Deputy Representative, the incumbent performs the following duties:
  • Works with the technical teams to integrate gender, equity, human rights and disabilities into their programmes, address violence against women and girls (VAW), and monitors and reports on the progress.
  • Supports the technical teams on the integration of GRE & DI in national health policies, strategies, and plans and supports policies and programmes to estimate, prevent and respond to VAW, as well as in research and data related work.
  • Analyses data on gender, equity, human rights and disability activities for relevant programme areas based on specific indicators in the country to identify and advise on entry points for new initiatives in GRE & DI mainstreaming and to address VAW.
  • Conducts/facilitates research and presents evidence to document trends and patterns of current gender and inequality concerns and provides strategic advice to programmes to advocate for addressing the underlying issues.
  • Ensures knowledge sharing, documentation and dissemination of good practices on GRE & DI mainstreaming in health and ending VAW.
  • Works with the GRE & DI focal points of other WHO country offices and the regional office to discuss challenges and lessons learned or promote replicable best practices in the area of GRE & DI and ending VAW.
  • Supports WHO staff with training sessions and workshops for capacity building of stakeholders in GRE & DI mainstreaming in their respective programmes.
  • Writes a variety of reports, communications, briefings, factsheets, statements, etc.
  • Supports solicitation of national and international experts for specific GRE & DI related expertise needs.
  • Ensures that the WHO country office in Indonesia utilizes the key tools and processes (e.g. the Gender Score Card, SWAP analysis, the accountability scorecard on disability inclusion etc.).
  • Maintains active relationship/partnerships with national government counterparts, UN agencies, international community, institutes and academia (especially for research), inter-government and non-governmental organizations working on GRE in health to enhance collaboration and strategic partnership.
  • Performs any other duty assigned.

Required Qualifications:
Education:
  • Essential: Bachelor’s degree in human rights, gender, law, social sciences, international development, international relations, medicine/public health, or other development-related fields from a recognized university.
Required Qualifications:
  • Master’s degree in human rights, gender, law, social sciences, international development, international relations, medicine/public health, or other development-related fields. 
  • Specialized training on gender and/or equity and/or human rights and/or disability inclusion and/or VAW.
Experience:
  • Essential: At least one year of experience in strategic advocacy and implementing gender, equity, human rights and disability mainstreaming agendas across a variety of programmes and/or addressing VAW.
Desirable:
  • At least four years of experience in strategic advocacy and implementing gender, equity, human rights and disability mainstreaming agendas across a variety of programmes and/or addressing VAW.
  • Experience writing analytical documents and reports.
  • Experience with coordination and advocacy in gender, equity, human rights and disability inclusion and/or ending VA W at policy and programming levels.
Skills:
  • Familiarity with relevant national laws and regulations
  • Ability to conceptualize ideas and take new initiatives
  • Excellent writing skills
 Use of Language Skills:
  • Essential: Expert knowledge of English. Expert knowledge of Indonesian language.
