Position description

The primary purpose of this position is to serve as an International Partnership Analyst as part of a small, high performing team with responsibility for guiding, directing, and executing the international activities of the organization with a specific emphasis on international capability partnering.

Duties

Plan, organize, facilitate and/or execute international activities within the Headquarters (HQ) Air Force Futures, Directorate of Innovation and Integration (A57SS) to ensure cohesion and alignment across the organization in pursuit of strategic objectives.

Understand policy that govern Air Force and HQ Air Force Futures, Directorate of Innovation and Integration (A57SS) interactions and collaborations with international/interagency partners.

Support policy development and application of strategies within the Air Force Futures, Directorate of Innovation and Integration (A57SS), providing a voice for international partnering considerations.

Conduct liaison with key Air Force Staff, other Services, Department of Defense (DoD) elements, Office of Secretary of Defense (OSD) stakeholders, and interagency departments to voice international inclusion/opportunities in areas such as requirements, acquisition, science and technology; and plans to ensure considerations are addressed as early as possible, and seek a coordinated approach to international cooperation within the DoD and to the extent possible relevant intelligence community organizations.

Advise HQ Air Force Futures, Directorate of Innovation and Integration (A57SS) on International Air and Cyberspace Capability Development & Engagement.

  • This position is centrally managed by the Operations Career Field team. Travel and relocation expenses will be paid.

  • This position is subject to provisions of the DoD Priority Placement Program
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Incumbent must be comfortable in dealing with high-ranking foreign representatives and able to utilize tact and diplomacy on all occasions
  • Education, training, and/or functional experience in security cooperation, international armaments cooperation, agreement development and negotiation is highly desired
  • Disclosure of Political Appointments is required
  • Direct Deposit: All federal employees are required to have direct deposit.
  • Incentive for prior non-federal work experience or active duty uniformed service for determining leave accrual rate is being offered.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Group Standard for Administrative & Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-13 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA’s) to perform successfully the duties of the position. Specialized experience is experience assisting in developing, interpreting, implementing, and resolving a wide variety of highly complex and controversial technical and management issues related to the development of international partnering; applying innovative ideas and opportunities to build, nurture, and execute international partnerships and formulate, evaluate, and implement international partnering practices.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of U.S. foreign policy objectives, the U.S. alliance structure, International Armaments Cooperation policy/process for the Department of Defense (DoD), Air Force and DoD (or civilian equivalent) acquisition policies and their impact on international programs, interagency collaboration, and the DoD international agreements process.

2. Knowledge of the formulation and implementation of foreign policy of the United States in the conduct of the relations, primarily of a political or politico-economic nature, of the United States with other governments.

3. Skill in managing and coordinating complex activities in a multi-functional environment involving interaction with senior executive and management levels of the Air Force, DoD (or civilian equivalent), and international/interagency partners.

4. Ability to apply knowledge and experience to a wide range of Security Cooperation programs and issues with particular emphasis on international partnering.

5. Ability to research and analyze information/situations to provide sound advice and recommendation in support of senior Air Force officials’ decision making.

6. Skill and diplomacy in dealing with senior officials in the Federal Government, industry and the international community

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
