Position description
The position is in the Bureau of Intelligence and Research, Office of Consular and Management Liaison (INR/CML). The Program Analyst position works with a variety of management functions relating to the intelligence community and Department resources, largely focusing on budget and finance. CML is responsible for planning, coordinating, and reviewing action by all Department offices cooperating in support of highly sensitive and specialized programs. Successful candidates will have experience and interest in financial and budgetary matters as they will be responsible for a broad range of financial-related work on special programs related to sensitive intelligence projects. Experience with post and/or regional bureau finance is helpful. Given the classification level of CML’s work, telework is not available for this position. In-person work, five days a week, is required, and the ability to maintain a TS/SCI clearance.
Major Duties and Responsibilities:
- Performs a variety of administrative actions involving the analysis and interpretation of complex interagency administrative and financial agreements;
- Uses strong problem solving, analytical, and communications skills to assist in resolving problem situations, developing factual information, and recommending solutions and/or alternative options to routine administrative problems, referring more difficult problems to the supervisor;
- Uses organization, attention to detail, and analytical skills to prepare complex financial Excel spreadsheets and reports from financial systems to analyze and chart financial data;
- Maintains detailed, comprehensive records relating to administrative and/or financial transactions, including preparing summaries and reports for review by supervisor;
- Uses interpersonal skills to serves as liaison and establish and maintain relationships with counterparts within the Department and various agencies, and participate in and lead meetings relating to areas of responsibility;
- and, assists in advising and guiding Department of State officers and counterparts within the intelligence agencies to ensure required and coordinated action.
Qualifications
This position is advertised at GS-0343-9/11/12/13 grade levels. At the full performance level, the applicant must have:
- Experience directing, implementing, and coordinating one or more management programs impacting an agency.
- Experience carrying out a broad range of planning, analytical and evaluative work related to the administrative, staffing, planning or related budgetary and financial management areas in support of an agency.
- Experience developing, interpreting, and evaluating program policies and directives, and recommending actions based on findings.
This is an EXCEPTED SERVICE position, and requires Top-Secret clearance, with the ability to obtain and maintain an SCI (Secret Compartmented Information) access.
