Context

The Program Analyst is expected to provide support as part of a broader Adolescents and Youth team in advancing key UNFPA interventions encompassing i) Adolescent and Youth Empowerment and Engagement aiming at strengthening their freedom, empowerment and participation into decision making platforms and access to economic opportunities; ii) Adolescent Sexual and Reproductive Health and Rights (ASRHR); aiming at enhancing access to health, comprehensive sexuality education and life skills education for in school and out of school youths iii) Gender Equality and Women’s Empowerment, including Ending Sexual and Gender-based Violence; targeting adolescents and youth including first time young mothers with the special focus on education, psychosocial support and economic empowerment to alleviate poverty and contribute to economic development and iv) Population and Development which will include use and evidence generation for policy guidance in economic development, education, employment and health.
The Program Analyst is also expected to contribute to the Affirmative Action agenda and provide support in addressing the Leave No One Behind (LNOB) agenda including scaling up efforts in HIV prevention focusing on furthest behind and key and vulnerable populations such adolescents, persons with disabilities, people living with HIV, urban poor populations and refugees. The UNV Program Analyst will also provide support to UNFPA country office staff and Implementing Partners in strengthening adolescents and youth, affirmative action/LNOB program implementation, monitoring, evaluation and reporting and documentation of best practices contributing to the National Strategic Priorities relating to adolescents and youth health and wellbeing.
This analyst will work in the context of both Mainland Tanzania and Zanzibar providing an opportunity to understand the socio-demographic, economic, political and developmental context of the United Republic of Tanzania. The assignment is guided under the umbrella of UNFPA’s Tanzania Country program (2022 – 2027), the broader United Nations Sustainable Development Cooperation Framework (2022-2027) and the United Republic of Tanzania strategic priorities in health, education, economic and gender equality and women empowerment.

Task description

Under the overall guidance of Deputy Representative and direct supervision of Program Specialist SRHR/HIV, the UN Volunteer will contribute to a technical team working to implement all UNFPA mandate in SRHR with special focus on adolescent and youth reproductive health, education, HIV and youth empowerment, participation and engagement, in the development context. The UNV will specifically undertake the following tasks:
1. Technical and Program support
● Support in the development, implementation, monitoring and reporting of the SRHR, HIV and A&Y work plans including preparations of annual work plans, results matrix, and financial reports.
● Support the periodic documentation and dissemination of program lessons learned and best practices for adolescents and youth development and sexual and reproductive health and rights and HIV.
● Assist to undertake desk research on specific topics, inform the development of policy briefs within the areas of adolescents and youth health, wellbeing and empowerment and participation.
● Contribute to writing briefing notes and talking points on the adolescents and youth program for the country management.
● Contribute to Tanzania’s Country Office resource mobilization strategy by taking part as part of the team in writing concept notes and proposals related to SRHR, HIV and Adolescent and youth development.
● Provide support in the organizing of capacity building of youth networks in the UNFPA-supported regions.
● Contribute to planning, monitoring, and reporting of culturally appropriate, gender-sensitive, rights and evidence-based approaches to adolescent sexual and reproductive health.
● Contribute to building and operationalizing an evidence based on current and emerging adolescent sexual reproductive health issues to inform national and sectoral policy development and monitoring.
2. Network and Coordination
● Support and engage in a UN sub-group on youth development and development partners meetings and communications for implementing the United Nations Sustainable Development Cooperation Framework and other National protocols and strategic priorities to address relevant outcomes relating to SRHR, HIV and A&Y development as required.
● Provide secretarial and logistical support to Safeguard Young People Program and UN subgroups on youth and other projects implemented under affirmative action/LNOB theme.
● Provide logistical support to programs and participate in organizing events that promote UNFPA work on ASRHR, HIV, adolescents and youth empowerment, engagement and participation, and development, such as international and national days.
● Perform any other duties assigned by his/her supervisor.
3. Learning and Voluntary Action
UN Volunteers are encouraged to integrate the UN Volunteers program mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
● Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance in events that mark International Volunteer Day).
● Be acquainted with and build on traditional and/or local volunteerism in the host country.
● Provide annual and end-of-assignment self-reports on UN Volunteer actions, results and opportunities.
● Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
● Assist with the UNV Buddy program for newly arrived UN Volunteers.
● Promote or advise local groups in utilizing online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever possible.
