SPA’s Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Air Force, Army, DoD Agencies, DARPA, international clients including the Canadian Navy and Australian Defense Force.  Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients’ challenges.

The AUKUS Group, within SPA’s Sea, Land, and Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA’s AUKUS Integration and Acquisition Program Office and associated partner organizations.  Analysts and Engineers supporting AUKUS will continue SPA’s decades of support to the undersea force and assist in developing a trilateral submarine force for the future. This is a high-profile, major international program of significant importance to the future of the US Navy and its partners in an era of renewed strategic competition.

 

SPA is seeking a Compliance Analyst with a focus on the International Traffic in Arms Regulations (ITAR).

Responsibilities

The Compliance Analyst will support the efforts and action of the International Policy Manager as a Compliance Analyst with a focus on the International Traffic in Arms Regulations (ITAR) for the Direct Report Program Manager, AUKUS Integration and Acquisition (DRPM AUKUS I&A). This role involves ensuring that AUKUS I&A’s operations, particularly those involving defense-related articles and services, are in full compliance with ITAR regulations. The Compliance Analyst should have a strong background in regulatory compliance, with specific knowledge and experience in ITAR and related defense trade laws and regulations. 

 

Key responsibilities for the position include:  1) Regulatory Compliance Monitoring: Ensure that all AUKUS I&A activities related to the manufacture, export, and transfer of defense articles and services comply with ITAR. This includes staying updated on current regulations and analyzing how changes may impact AUKUS I&A operations, 2) Training and Guidance: Develop and provide training sessions for AUKUS I&A personnel on ITAR compliance. Serve as a subject matter expert, offering guidance and support in all matters related to ITAR compliance, 3) Audit and Reporting: Conduct regular audits of AUKUS I&A programs and activities to ensure ITAR compliance. Prepare and submit required reports to government agencies, including the Directorate of Defense Trade Controls, 4) License and Agreement Management: Manage and oversee the process of obtaining necessary licenses and agreements for the export of defense-related articles and services. Ensure timely renewal and proper management of these documents, 5) Risk Assessment and Mitigation: Identify potential areas of ITAR non-compliance and develop strategies to mitigate these risks. Work closely with legal and operational teams to implement effective compliance procedures, and 6) Stakeholder Collaboration: Collaborate with various internal and external stakeholders, including legal, logistics, engineering, and government entities, to ensure cohesive compliance efforts.

 

This role is located in Washington Navy Yard, Washington, DC.

Please note that the salary information shown below is a general guideline only.  Salaries are commensurate with experience and qualifications, as well as market and business considerations. Washington, DC Pay Transparency Range: $120,000-150,000/year.

 

Qualifications

Required Qualifications:

  • Bachelor’s degree.
  • Minimum of 5 years of experience in regulatory compliance, with a strong preference in ITAR and defense trade controls.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat.
  • Current DoD security clearance (minimum Secret level)

Additional Qualifications Desired, but not required:

  • Experience working in or with the U.S. military, especially in areas related to foreign affairs or defense procurement.
  • Professional certification in compliance (e.g., Certified Compliance & Ethics Professional (CCEP))
  • Experience with submarine operations.
  • Familiarity with relevant organizations including:
    • Directorate of Defense Trade Controls (DDTC)
    • Bureau of Industry and Security (BIS)
    • Defense Security Cooperation Agency (DSCA)
    • Navy International Program Office (NIPO)
    • Naval Sea Systems Command (NAVSEA)
    • Defense Technology Security Administration (DTSA)
  • Hands-on experience with relevant policies and regulations including:
    • International Traffic in Arms Regulations (ITAR).
    • U.S. Munitions List (USML)
    • Arms Export Control Act (AECA)
    • Export Administration Regulations (EAR)
  • Bachelor’s degree in a relevant field such as law, international relations, or business administration.
