ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

Unit Context

The Information and Technology Solutions’ Change Management and Learning unit (ITSAL), reporting to the ITS Chief Information Office/Vice-president, addresses the “people” side of IT change through strategies and actions that drive adoption, minimize resistance, enhance skills, and maximize return on IT investments in alignment with the ITS Strategy and its business objectives.

ITSAL team members are experts in both change management and learning disciplines and we strive to harness our collective expertise in the most effective way for the benefit of our partners and stakeholders. We work with ITS and WBG teams to drive technology adoption, strengthen digital skills, modernize learning with technology, and advance the professional development of ITS staff.

The Program Management Analyst will lead the administration of the ITSAL work program and related activities.She/he will be a member of the Program Management Office (PMO) community of ITS. She/he will report to the Manager, Client Change Management and Learning (ITSAL) with a dotted reporting line to Manager, IT Governance and Reporting (ITSGM).

Roles and Responsibilities:

Tracks, monitors and develops reports and dashboards on ITSAL program performance against agreed unit metrics.

Represents ITSAL in IT program related governance and approval meetings. Tracks IT project pipeline, communicates status regularly to the ITSAL team and tracks ITSAL related tasks. Facilitates change management and learning involvement in IT projects by following up with IT teams, fostering collaboration between all partners, and coordinating with ITSAL team members.

Manages all regular reporting with high quality for the team including reports against shared services agreements, monthly and quarterly program reports and other regular KPI/metrics updates.

Represents ITSAL in the ITS Program Management Office (PMO) community by participating in relevant activities and communicating updates back to ITSAL.

Coordinates annual investment planning activities for ITSAL and participates in unit annual budget management matters.

Responsible for maintaining and proactively refining internal program management processes within the ITSAL team, including how projects come to ITSAL and how ITSAL responds.

Assists more senior staff in the development of project plans.

Assists team members in the day-to-day aspects of managing projects or programs, such as developing project or program artifacts, communicating to team members, managing the project or program schedule, developing and posting status reports, checking on the quality and timeliness of work.

Provides detailed analysis as part of different activities of the unit(such as surveys, assessments, etc.) to management for review.

Able to design and develop reports and dashboards using tools such as PowerBI, Tableau, etc.

Provides guidance and mentorship to team members who are responsible for the administrative matters of the unit, as appropriate.

Selection Criteria

Bachelors or Masters degree with at least 2 years of relevant experience or equivalent combination of education and experience.

Exceptional organizational skills and attention to detail with ability to manage competing priorities and quickly grasp new concepts and a proactive approach to solve problems with minimal supervision.

Basic understanding of project and program management principles and practices.

Excellent written and oral communication skills and ability to handle a wide range of information in English. Outspoken and able to advocate topics on behalf of the team in different meetings.

High energy with solid ability to anticipate needs, multitask, and respond quickly to requests in a fast-paced environment.

Highly collaborative and able to respectively and inclusively work with a diverse group of colleagues. Integrity and sense of initiative, self-motivation with a positive attitude.

Demonstrated analytical and problem-solving skills with a solid knowledge of the Office 365 suite, and some knowledge of reporting and data visualization software and tools (such as Tableau, PowerBI etc.).

Some knowledge and understanding of organizational change management and learning & development practices.
