Duties and Responsibilities
RESPONSIBILITIES a.) Information and validation: • The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle. b.) Development: • Generate the necessary technical inputs and support the coordination of the activities and expected results of the Andean Countries HUB projects and initiatives. • Provide inputs for the elaboration of technical and economic proposals, as well as im-plementation plans. • Carry out technical activities supporting the Hub Coordinator to ensure that projects meet the objectives in terms of deadlines, budget, and quality. • Development of presentation materials and preparation of technical documents and re-ports on key issues of Coordination. • Support the identification of project opportunities, as well as provide technical advice during the formulation and implementation processes. • Support the Hub Coordinator in the Strategic agenda planning. • Implement technical activities to promote the sustainability and growth of the projects and initiatives consolidated by UN-Habitat. • Support other activities requested and by mutual agreement with the Project Coordinator and the UN-Habitat HUB Coordinator for Andean countries, within the framework of this consultancy and without prejudice to the achievement of their responsibilities. • Carry out the processes of systematization of the processes carried out and exchange of successful practices and experiences with other HUBs in the region, with headquarters units, counterparties and with whom the UN-Habitat HUB Coordinator appoints for the Andean Countries. • Synthesis of information for the preparation of high-level technical documents. • Follow-up of the methodological and technical processes being developed by the Andean Countries HUB. • Support in the drafting of documents, perform data analysis, and synthesize information for high-level management. • Attend committees and working meetings that are convocated and delegated by the Pro-ject Coordinator for proper monitoring and reporting. • Support in the organization of workshops. • Support the Hub Coordinator in the development of inputs for conceptual notes, project documents, implementation plans and budgets, and in general all the documentation nec-essary for internal approval of projects, following the provisions of the various manuals of procedures, internal regulations, and regular channels established by the Agency. c.) Approval: • The consultant will be responsible for supporting compliance with project approval pro-cesses, as well as monitoring the development and implementation of programs and pro-jects. d.) Implementation: • When it is necessary to provide accompaniment to the UN-Habitat Coordinator and/or team in the establishment of communication with counterparties. • Follow and develop the guidance of the Project Coordinator and must obtain validation of his activities in the full project cycle. • Inputs for the development of supporting documentation for the proper management of the project budget and monitoring in the UMOJA system. • Inputs for the identification and mitigation of project risks, including relevant challenges or omissions and other situations that may affect project development and implementa-tion. • The consultant shall be responsible within his/her competence to ensure that technical ac-tivities are aligned with the quality expectations of the Agency and the counterparty. • The consultant will be responsible for ensuring optimal and timely delivery of project-related outputs. • The consultant shall be responsible for maintaining an information file in an orderly and accessible manner according to the Hub’s systems. • The consultant shall be responsible for developing inputs for progress reports, as neces-sary and requested for proper verification of its activities and project management. • The consultant will be responsible for supporting the Hub Coordinator in recruitment pro-cesses and training of work teams, providing inputs for the drafting of terms of reference, taking part in the evaluation of candidates and preparing and validating selection minutes if applicable. • Participate, upon request, in interagency groups of the United Nations System, project meetings, official missions and/or events related to the projects in which you participate. • Support other activities requested and by mutual agreement with the Project Coordinator and the UN-Habitat HUB Coordinator for Andean countries, within the framework of this consultancy and without prejudice to the achievement of their responsibilities. e.) Knowledge Management: • The consultant must know the processes, procedures, and standards of the organization, to ensure an adequate quality of the activities described above according to the standards of the organization. • Propose formats and procedures that allow the efficient implementation of the Agency’s projects. • The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating. • Design methodologies for the systematization of good practices and knowledge, related to the implementation of the projects and cooperation activities of the UN-Habitat Colombia Office. • Prepare reports and other documents related to meetings, missions and activities developed by the National UN-Habitat Office. • Support the formulation of substantive documents linked to the thematic lines of action of UN-Habitat Colombia. • The consultant will carry out research activities to facilitate the exchange of information, knowledge and best practices on the sustainable urban development issues set out in the Agency’s mandate. • Collect information on the urban status in the Andean Countries that serves as an input both for the identification of new project opportunities and for the implementation of the subscribed projects. • Support monitoring of UN-Habitat’s implementation of Sustainable Development Goals (SDP) Target 11 dealing with sustainable cities and communities. • Identify strategic allies for the implementation of the New Urban Agenda in Andean countries. • Manage knowledge networks for the dissemination of the methodologies and documents generated by the agency and for the construction with strategic allies of new knowledge on topics related to sustainable urban development. f.) Others: • Other activities requested and by mutual agreement with the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities. • The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects. • The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity.
Qualifications/special skills
Education Academic Qualifications: Post-graduation courses in areas related to Architecture, Urban Planning, Sustainable Development, Project Management, International Cooperation, and other related social sciences. A first degree in the areas of Urban Management, Architecture, Social Sciences, Econom-ics, and other related areas with an additional four (4) years of specific experience relevant to the position would be accepted in lieu of the advanced degree. Professional Experience Minimum five (5) years of professional experience in areas such as: Project Management, Urban Projects, Public Management, Urban Management, Social Inclusion and Integration, or related. Pre-vious experience in the calculation of urban indicators and in the United Nations System and/or experience related to migration projects will increase the score.
