Context

Led by the regional office in Dakar and closely linked to interventions in neighboring Central African Republic (CAR), DRC began operations in Cameroon in 2018, responding to the humanitarian needs of CAR refugees and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates a main office in Meiganga and two sub-offices in Djohong (Adamaoua region) and Garoua-Boulai (East region). In early 2019, DRC also initiated operations in the South-West region to provide assistance that meets the basic needs of populations in terms of food, shelter and protection in rural and hard-to-reach areas. In 2023, DRC is initiating an intervention in the Logone-et-Chari department in the Far North with the priority of seeking solutions to the root causes of inter-community conflicts through programming on peacebuilding and resilience. DRC works with various local partners in Cameroon and is gradually increasing its financial support to Cameroonian civil society organizations. In 2024, DRC plans to expand its interventions in the Mayo Tsanaga Department in coordination with other humanitarian actors for a livelihood response for the most vulnerable refugees in the Minawao camp.

THE POSITION

Purpose of the position: 

  • Based in Garoua Boulai or Djohong, the Program Assistant is responsible for the implementation and monitoring of food security and economic recovery program activities, including UCTs, AGRs and AVECs under the direct supervision of the Program Manager.

Tasks and responsibilities

  • Ensure the implementation of the project in accordance with established plans;
  • Participate in the process of defining selection criteria with communities, from the identification and selection of beneficiaries, to household surveys and other studies (market research);
  • Ensure post-distribution monitoring of unconditional cash transfers;
  • Set up and monitor individual and/or collective AGRs or remobilize existing ones, train them and support them;
  • Support beneficiaries/groups in the development of Livelihoods activities and their economic empowerment;
  • Establish AVECs, train its members, supervise and monitor their development and promote their empowerment;
  • Update the database, collect and transmit all information necessary for monitoring the project to the Program Officer and/or the Program Manager;
  • Prepare and implement activities relating to the information of beneficiaries and stakeholders;
  • Contribute to the implementation of technical training required within the framework of the project;
  • Contribute to the monitoring and evaluation of the project;
  • Write or contribute to the writing of reports requested by the Program Manager;
  • Any other relevant tasks assigned by the supervisor.

Qualifications and experience

  • Experience working in the field of humanitarian intervention within an international NGO, a United Nations agency or a ministry of the DRC intervention sectors;
  • At least 2 years of practical experience in Livelihoods programs and rural development;
  • Proven skills in the creation and support of AGR beneficiaries and AVEC groups;
  • Experience in cash transfer programs;
  • Commitment to learning and implementing the organization’s policies and procedures;
  • Excellent command of MS Word, Excel and PowerPoint;
  • Complete professional mastery of French;
  • Mastery of the local language (Fulfubé, Gbaya and Sango);
  • Driving license (A) would be an asset;
  • Experience / knowledge of the field (Mbéré and Lom and Djerem).

Education : (includes certificates, licenses etc.)

  • Bac + 3 diploma in agronomy, agroeconomics in international development, or in another relevant field.
