Overview of position
Under
the overall supervision of the Community Engagement and Accountability Officer and
the direct supervision of the Senior Programme Associate (Community Engagement
& Accountability), and administrative supervision of the Head of Sub Office
(HoSO) the incumbent will contribute to implement Community Action Plans and
assist to facilitate the mainstreaming of Community Engagement and
accountability approaches across IOM Afghanistan programming.
Role objectives
Core Functions / Responsibilities:
1.)Support the implementation of Community
Engagement and Accountability (CEA) activities in Afghanistan on a field level.
2.)Implement IOM’s Community Action
Planning (CAPs) processes for area-based response, focusing on community
assessment and engagement, and the identification of community needs and
priorities.
3.)Train new staff members on CEA
approaches and CAPs methodologies and raise capacity gaps to management.
4.)Roll out assessment and consultative
activities as part of the CAPs and follow-up the consolidation of information
to relay back to IOM units.
5.)Lead the formation and/or strengthening
of inclusive, gender-sensitive community committees/networks, and contribute to
enhance their capacity to analyse the needs of their communities, assist to
develop realistic action plans and monitor the implementation of projects in
their communities.
6.)In coordination with the Head of
Sub-office (HSO) and Senior Programme Associate, facilitate referrals of needs
and projects through Community Action Plans (CAPs).
7.)Maintain continuous engagement with
diverse community members during project implementation, developing and
implementing creative, inclusive community engagement initiatives, and support
identification of challenges and collective problem solving.
8.)Lead the delivery of community led
initiatives, including feasibility studies and project proposals, work plans,
implementing planned activities and monitoring/ reporting of progress.
9.)Maintain continuous transparency and
manage community expectations during project design and implementation, leading
efforts to empower communities and support localization.
10.)Support participatory feedback
mechanisms and accountability to affected populations throughout project
planning, implementation, and closure.
11.)Assist in the daily management and
operation of community feedback mechanisms (CFM), addressing complaints,
requests, and questions raised through CFM channels and platforms in
coordination with other units.
12.)Provide
regular updates on
Community Engagement and Accountability activities, updates from the field and
relevant meetings attended.
13.)Contribute to reporting, including for
visibility and communication purposes, provide written input and photographs
for reports, documents and publications.
14.)Ensure accurate and orderly filing of
project documents on SharePoint and in hard copy and keep an up-to-date record
of all activities through a master tracker.
15.)Facilitate the arrangement of meetings,
field travel, and other logistical issues; prepare purchase requests, payment
requests, vouchers and other necessary documents concerning the project in a
timely and accurate manner.
16.)Undertake site visits and duty travel
on a regular basis.
17.)Perform other duties as assigned.
Required Qualifications and Experience
Education
Bachelor’s degree Political
Science, Social Science, Economics, Public Administration, or a related field
from an accredited academic institution with minimum three years of relevant
professional experience.
Or
College/High School
Diploma in the above fields with five years of relevant professional
experience.
Experience
·Solid
professional experience supporting implementation of large programmes in
technical areas of return, reintegration, economic resilience, peacebuilding,
community planning or similar.
·Proven
ability to establish and maintain strong working relations and lead, motivate
teams and cooperate with relevant stakeholder and community counterparts,
international organizations, implementing partners and private sector entities.
·Experience
with international organizations, UN agencies, (international) non-governmental
organizations is preferred.
·Experience
in team leading and monitoring (preferably in multicultural environment set-up)
is required.
·Experience
working with staff from diverse environments and managing teams remotely.
SKILLS
·Knowledge
of the broad range of migration related subject areas dealt with by IOM.
·In-depth
knowledge of project lifecycle management, including project identification,
implementation, and monitoring and evaluation.
·Demonstrated
experience in stakeholder liaison, in-depth community engagement, conflict
analysis and mitigation.
·Knowledge
of urban and development policies and plans at local and national levels.
·Knowledge
of UN and bilateral donor programming.
·Excellent
computer skills, especially in MS Office remote working applications such as MS
Word, MS Teams, MS SharePoint, etc.
·Demonstrated
ability to work with minimal supervision and demonstrate high level of
initiative, perseverance, and professional commitment to achieve high-quality
results.
·Outstanding
written and verbal communication skills.
·Strong
organizational skills..
Languages

knowledge of Pashto or Dari is required. -
Fluency in
