Job Title: Program Associate, MERL

Overview:
The ideal candidate will support the Program Management and Business Development functions at IBTCI. The successful candidate will be part of a team supporting field offices and corporate headquarters. Must be fluent in English language, both oral and written, have
good liaison skills and full proficiency in MS Office suite including Word and PowerPoint. Excellent communication and interpersonal skills are required. Prior work experience in public health is desirable, and International Development experience is a plus.
This position is based in IBTCI’s home office located in Vienna, VA (currently in Hybrid mode, going to office twice a week).
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Prepare request forms for consultants and field staff.
- Prepare corporate subcontract requests and purchase orders.
- Review contracts.
- Participate in the recruitment of replacement/additional expatriate and local staff.
- Provide support to the logistics and mobilization of staff/consultants, securing necessary documents; coordinating with travel agent on flight and hotel
arrangements; ensuring local logistics are provided (which may include working with local administrative support). - Provide support to Programs including qualitative analysis, case study review, literature review, statistical analysis, indicator review, collect and analyze survey
data, conduct program-related research, etc. - Potential travel overseas to support business development and/or program management tasks.
- Support business development efforts including:
- Recruitment for proposals,
- Proposal management/coordination including deadline enforcement and timeline tracking,
- Drafting, editing and formatting requests for information and proposal sections,
o Scheduling meetings and conference calls for proposals,
o Conducting proposal research and other business development tasks.
Additional Duties/Tasks and Responsibilities:
- Maintain and monitor overall program lines of communications.
- Coordinate with HR staff to process of personnel forms.
- Orient consultant team members to procedures for working with IBTCI.
- Edit/format program reports and other documents as needed.
- Provide document version control, editing, formatting, and review. Receive and conduct initial review of program invoices & expense reports and submit for
approval. - Maintain accurate and comprehensive electronic filing of project files, organized intuitively so others unfamiliar with the project can easily locate desired files.
- Other duties as assigned.
Qualifications
Minimum Requirements:
- At least 1 year of work experience.
- Previous administrative experience, preferably with a USAID-funded project.
- Mastery of word processing, spreadsheets, database use, and presentation software
(Microsoft Office). - Experience with using the internet for research purposes.
- Oral and written fluency in English required. Knowledge and/or fluency of another language is desired, and in particular Arabic, French, or Spanish.
Preferred Knowledge, Skills and Abilities:
- Previous administrative experience, preferably with a USAID-funded project.
- Background in public health desirable.
- Outstanding written and oral communication skills.
- Excellent interpersonal skills.
- Well-organized, attentive to detail, skilled in setting priorities and meeting deadlines,
and able to handle multiple tasks simultaneously. - Works well independently and in teams; pro-active in anticipating work requirements
and problem solving. - Mastery of word processing, spreadsheets, database use, and presentation software (Microsoft Office); and experience with using the internet for research purposes.
- Experience and/or familiarity with international development preferred.
Education: Bachelor’s Degree required, preferably in health, international affairs, or related field; Master’s preferred
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: None
Travel: International travel possible and may include travel to fragile and/conflict-prone zones.
Work Authorization: Candidate must be authorized to work in the U.S.A. Visa sponsorship is not available for this position.
