Context:
Since 1983, Terre des hommes (Tdh) works in Egypt in collaboration with recognized national and local partners to provide support and protection to the most vulnerable children, youth, their families, and their communities. We provide a variety of activities in Greater Cairo and across Upper Egypt governorates with innovative approaches and sustainable solutions to enhance the resilience and well-being of the children and youth and help them to build a better future. The interventions are including mental health and psychosocial support, case management, cash assistance, community mobilization, youth empowerment and capacity building to strengthen protection systems and ensure a protective child-friendly environment.
All projects in Egypt are implemented under the umbrella of the Egyptian Ministry of Social Solidarity.
In Egypt, using the nexus approach, we seek to achieve sustained positive changes for a safe and protective environment for vulnerable children, youth and families through:

Responsibilities:
The Programme Coordinator ensures the development of programs in the delegation, in close collaboration with the country team, regional team and the HQ. S/He guarantees the effective, efficient implementation of all activities from a comprehensive project cycle management perspective (identification of needs, proposal making, planning, implementation, monitoring, reporting and communication). S/He co-lead with the Head of Delegation in representation, donor engagement and relationships with the key stakeholders linked to programs.
As a member of the senior management team; S/He participates in collective decision-making regarding strategy, structure and management of resources, business development, quality, accountability. He/she brings a programme perspective to the decision-making forum.
He/she will conduct his or her duties in respect of the Charter of the Tdh Child Safeguarding Policy and Code of Conduct. Tdh intervenes without any affiliation for politics, religion or financial profit. He/she will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.
Programme quality and management
- Ensures project performance and implementation follow-up according to the program approach and the strategic issues connected to their context(s) (targets, follow-up of scheduled activities, budgetary activity reports follow-up
- Identifies problems and issues on the ground and proposes solutions that he/she implements and follows through.
- Ultimate budget holder for projects; as such he/she is responsible for monitoring project budgets reporting on any issues to the Country Management Team and introducing corrective action where necessary.
- Contributes to organisational readiness to respond to emergencies in line with Tdh approaches and systems.
- Supervises the technical experts in the country office to ensure the quality of approaches, to learn from practice and to implement lessons from these learnings.
- Ensure effective working relationships with Tdh regional and global technical advisors, procuring technical support as needed to support the delegation’s efforts.
- Ensure that Tdh engages in larger communities of practice to link with the most relevant and evidence-based approaches.
- Work closely with MEAL department to ensure proper monitoring and evaluation of the operations in accordance with agreed work plans, donor agreements and accountability framework.
- Develops and encourages new and innovative solutions.
Grants management
- Supervise the reporting about projects, as measured by expected outcomes and indicators and oversee the preparation of timely narrative reports for donors.
- Support the smooth management of the grant management cycle
- Ensures full compliance with grant rules and procedures and coordinates with support functions for input.
Resource Mobilisation and donor influence
- Oversees the development and implementation of Tdh Egypt fundraising strategy that aligns with the delegation’s capacity, needs and with donor priorities.
- Actively identifies and tracks funding opportunities.
- Understands and influences donor funding priorities and manages the strategic analysis of the donors’ landscape.
- Participates to the development of material to increase visibility and technical legitimacy.
- Liaise with Regional Business Development advisor to determine opportunities and support donors’ relationship management.
Proposal Development
- Keeps her/himself informed of context and needs through discussions with stakeholders, reads project reports and evaluations, carries out field visits to be kept informed of Tdh’s work
- Assesses risk and value for money of the opportunities.
Staff Management, Mentorship, and Development
- Ensure appropriate staffing and availability of professional development opportunities for staff.
- Ensure that all staff understand and are able to perform their role.
Coordination and representation of Tdh
- Ensures coherence and collaboration across his/her team to foster integrated programming.
- Liaises with government stakeholders to build ownership and sustainability of Tdh’s interventions.
Profile :
Education : Master’s degree social sciences, political sciences, international relations, development or related fields.
Experience, Skills & Competencies :
- Minimum of five years of senior management and development experience in an INGO environment.
- Solid experience in child protection, migration, access to justice and health programs.
- Experience in developing partnerships, identifying new opportunities, and mobilizing resources.
- At least 4 years’ experience in people management with proven leadership experience in managing multi-disciplinary teams of diverse cultural backgrounds
- Experience in project development and management
- Experience in drafting strategies and programatic frameworks.
- Prior experience in the MENA region
Languages : Fluency in English, Arabic an asset
IT know-how : Usual MS Office tools
Salary :
Expatriate contract under Swiss regulations between CHF 4’600.- and CHF 5’000.- Gross/month according to experience x 13 times, Paid leaves: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
Tdh Global Code of Conduct and Risk Management Policies :
- Fully complies with Tdh’s Global Code of Conduct and systematically reports any breach to the Code through the whistleblowing procedure: raises awareness within the Foundation on abuse and violence and the rights deriving therefrom, respecting the rights and dignity of children, members of the communities and our own Staff
- Commits to respecting Risk Management Policies including: Safeguarding Policies (Child Safeguarding Policy, Policy on the Protection against Sexual Exploitation and the Directive on Staff Misconduct at the Workplace), Safety and Security Policy and Anti-Fraud/Corruption and Prevention of the Financing of Criminal Activities Policies
