position Overview: The IID organization is actively seeking a highly motivated and qualified individual to fill the role of Program Development and Quality (PDQ) Coordinator based in Erbil. This individual will play a pivotal role in ensuring the effectiveness, efficiency, and quality of project implementation within the organization. This role involves overseeing the Monitoring and Evaluation (M&E) team, coordinating with project managers, and ensuring alignment with project work plans. Additionally, the PDQ Coordinator is responsible for M&E reporting to donors and facilitating the training and development of project staff to enhance project outcomes.
Key Responsibilities:

Monitoring and Evaluation (M&E) Oversight:
- Supervise the M&E team to ensure accurate data collection, analysis, and reporting.
- Develop and implement M&E frameworks and systems to track project progress and outcomes.
- Regularly review M&E data to identify areas for improvement and inform decision-making.

Project Development Coordination:
- Collaborate with project managers to develop project proposals and work plans.
- Ensure that project activities are implemented according to the established timelines and budgets.
- Coordinate with stakeholders to incorporate feedback and adapt project strategies as needed.

Quality Assurance:
- Maintain standards of quality across all project activities and deliverables.
- Conduct regular assessments and evaluations to monitor project performance and compliance with donor requirements.
- Identify and address any gaps or challenges in project implementation to maintain quality standards.

M&E Reporting to Donors:
- Prepare timely and accurate reports on project progress, outcomes, and impact for submission to donors.
- Ensure compliance with donor reporting guidelines and requirements.
- Communicate effectively with donors to provide updates and address any concerns or queries.

Staff Training and Development:
- Design and facilitate training sessions for project staff on M&E methodologies, tools, and best practices.
- Provide mentorship and support to enhance the capacity of project team members.
- Foster a culture of learning and continuous improvement within the project team.

Qualifications & Preferred Skills

Education Background:
- A Bachelor’s or Master’s degree in a relevant field such as international development, social sciences, public administration, or a related discipline provides a strong foundation for this role. Advanced degrees may be preferred for higher-level positions.

Experience:
- Proven experience in program development, monitoring, and evaluation is essential. Previous work in humanitarian or development organizations, particularly in conflict-affected or post-conflict settings, is highly valuable.
- Minimum of 10 years of experience in NGOs, with a proven track record of program development, monitoring, and evaluation, preferably in humanitarian or development contexts.
- Experience in managing M&E systems, conducting evaluations, and preparing reports for donors demonstrates competency in this area.
- Familiarity with project management principles and methodologies is advantageous, as the role involves coordinating project activities and ensuring adherence to timelines and budgets.

M&E Knowledge:
- A strong understanding of monitoring and evaluation principles, methodologies, and tools is crucial. This includes proficiency in designing M&E frameworks, developing indicators, and conducting data analysis.
- Proficiency in data analysis software such as Excel, SPSS, STATA, or R, and familiarity with statistical techniques for data interpretation and visualization are highly desirable.

- Excellent project management skills are necessary for coordinating multiple projects effectively. This includes the ability to develop project proposals, work plans, and budgets in collaboration with project managers.
- Attention to detail and organizational skills are important for ensuring that project activities are implemented according to plan and that quality standards are maintained throughout.

- Strong communication and interpersonal skills are essential for liaising with diverse stakeholders, including project staff, donors, government authorities, and community members.
- The ability to communicate complex M&E concepts and findings in a clear and concise manner, both verbally and in writing, is important for effective reporting and dissemination of information.

- Analytical skills are necessary for interpreting M&E data, identifying trends and patterns, and drawing actionable insights to inform decision-making.
- Strong problem-solving abilities are important for addressing challenges and gaps in project implementation, adapting strategies as needed, and mitigating risks to project success.

Language Proficiency:
- Fluency in English is typically required for this role, as it is often the primary language of communication in international development settings. Knowledge of Kurdish or Arabic may be advantageous, especially if working in the Kurdistan Region of Iraq or similar contexts.

- Experience working in multicultural environments and a demonstrated ability to work effectively with individuals from diverse backgrounds are important for building strong relationships and fostering collaboration within the project team and with external partners.
