Today, CARE’s programming in Jordan spans across the humanitarian-development-peacebuilding nexus to support the most vulnerable communities in Jordan, with a strong focus on Gender Equality, Women’s Economic Justice, Climate Justice, and protection/basic needs in Humanitarian contexts.

CARE Jordan’s Women’s Economic Justice (WEJ) programming puts women at the center and leverages local expertise and networks, market-based approaches, and the private sector to help women earn, save, and invest more to reduce poverty, deliver equity, and improve women’s prosperity and economic resilience. CARE’s Women’s Economic Justice program aims to further advance gender equality and women’s rights in Jordan.
The Women’s Economic Justice (WEJ) Program Development Manager will serve as CARE Jordan’s programmatic lead on women’s economic justice and empowerment, in line with the country 2023-2027 strategy. Reporting to the Assistant Country Director, this position will support the growth, technical excellence, and quality implementation of CARE Jordan’s WEJ program by (1) ensuring high-quality technical support to country project teams and local partners to realize CARE’s strategic initiatives, and reflect state-of-the-art WEJ approaches, tools, and processes; (2) promoting new business development through thematic donor and stakeholder engagement and high quality design of integrated programing for new concepts/proposals, (3) overseeing operational, contractual, and financial management of the WEJ program, including partnerships and grants management support; and (4) facilitating external relationships and collaboration with key stakeholders, partners, and coordination bodies. The WEJ Program Development Manger will collaborate with global and regional colleagues to share CARE Jordan’s program learning, and ensure alignment of technical approaches, internal ways of working, and programming adherence to CARE’s Prevention of Sexual Harassment, Exploitation, and Abuse (PSHEA) policies and commitments.
JOB RESPONSIBILITY 1:Technical Leadership and Program Quality 25%
1. Provide vision and strategic direction, technical leadership, and oversight to CARE’s WEJ initiatives in line with CARE Jordan’s 2023-2027 country strategy.
2. Lead the development and technical quality of CARE’s WEJ projects and strategic initiatives such as women’s entrepreneurship, financial inclusion, corporate advisory, social enterprises, and impact investing.
3. Leveraging CARE’s global tools, develop WEJ quality standards, standard operating procedures, and guidelines in close collaboration with program teams and partners.
4.Collaborate closely with global and regional technical colleagues at CARE, and especially with the country office programs and support teams, to enhance the integration and promotion of women’s economic empowerment in project design and implementation.
5. Strengthen technical programming skills of grassroots women’s organizations in women’s economic empowerment and rights, including relevant cross-cutting areas such as gender, protection, and climate in line with global best practices.
6. Collaborate with the MEAL and Information Management colleagues to ensure organizational learning is captured and utilized through workshops and trainings; special evaluations; documenting and addressing lessons learned; and building the evidence-base for WEJ in Jordan.
7. Together with the MEAL and Information Management colleagues, improve M&E systems required by WEJ programs to ensure high quality data is being captured, analyzed, and used for decision-making, design, planning, and reporting.
8. In collaboration with all CARE colleagues ensure that all WEJ activities Do No Harm and adequately consider safe programming principles and risks of women’s empowerment and challenging existing norms and practices.
JOB RESPONSIBILITY 2:Program Management 25%
1. Ensure high-quality WEJ programming throughout project(s) life cycles and ongoing support to project staff and partners. This includes: development of annual program work plans, budget management oversight, regular review of project plans, analysis of program data, and quality reporting.
2. Develop and monitor annual and strategic plans for the WEJ department to ensure program goals are met.
3. Provide overall leadership and support to Project Managers on the implementation of WEJ field projects (activities and budget) according to strategy, proposal, work plans and budget, with regular project site visits and budget vs. actual costs.
4. Coordinate and support Project Managers’ input on reporting, compliance, and budgeting to ensure donor requirements are satisfied and delivered with quality.
JOB RESPONSIBILITY 3:Positioning and Resource Mobilization 25%
1. Lead technical collaboration with external partners, peer organizations, and implementing partners related to WEJ to expand the scope and scale of the program.
2. Support resource mobilization efforts to grow the WEJ technical portfolio, leading and/or supporting technical design processes with the Assistant Country Director; and contribute to proposal writing with the Business Development team as assigned.
3. Identify, pursue, and secure new growth opportunities with existing donors, the private sector, and new and non-traditional donors and investors.
4. Develop impactful messages for CARE’s WEJ projects in Jordan and related programming to share with donors and partners.
5. Promote partnerships and linkages with other organizations working on WEJ issues at local, country, regional and global levels.
JOB RESPONSIBILITY 4:Thought Leadership and Organizational Visibility
Job Responsibility #5 – Thought Leadership and Organizational Visibility (20%)
1. Establish positive working relationships with governmental, NGO, local and international organizations, academic institutions, and private sector actors with activities drive WEJ program development, innovation, and identify areas of potential collaboration.
2. Represent CARE in appropriate networks, working groups, coalitions, and other forums and ensure CARE’s women’s economic justice and related programming is well represented. This includes strategically advocating for changes in discriminatory social norms, economic structures, laws, policies and practices that marginalize women.
3. Identify and execute research and partnerships that advance the organization’s thought leadership on women’s economic advancement and savings groups programming.
4. Support partners, Project Managers and the Communications Officer to develop high quality case studies, best practices, and lessons learned that are supported with an evidence-base, beneficiary testimonials, impact/comparative data, and other relevant information.
5. Serve as reviewer and/or lead writer for technical briefs, capacity statements, marketing materials, publications, program reports, and reference materials highlighting CARE’s WEJ and related work.
6. Engage in communication with CARE project managers and the SMT to ensure consistent information sharing and collaboration across CARE projects.
7. Support partners and project officers to communicate key milestones to necessary stakeholders within the community.
Qualifications/Education/Training :
Required:• Recognized expertise in one or more of the key WEJ sector disciplines (e.g.,market-based approaches, entrepreneurial ecosystems).
• Proven skills in partnership building, influencing and negotiation with a range of humanitarian actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups.
• Demonstrated success in managing projects, including a strong background in high level planning, organizational and time management skills, including flexibility, attention to detail and the ability to work under pressure to meet challenging deadlines.
• Experience in new business development, including program design, proposal writing, networking, and partnership cultivation.
• Business development and project support experience with large, international donors.
• Experience in facilitating the development of training materials, documenting processes, and best practices.
• Demonstrated cultural sensitivity and commitment to CARE’s core values.
Experience/Technical Skills:
