Job Purpose

 

 

To provide strategic leadership for:
1) Developing and implementing Oxfam’s portfolio of programmes in the Philippines;
2) Developing the way in which Oxfam develops, works with, and relates to, the organisations that we are in partnership with in the Philippines. S/he is a member of the Country Management Team and contributes to the overall leadership and management of the Oxfam programme in the Philippines.

 

 

 

 

What we are looking for:  SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:

 

 

Essential

  • Degree in social sciences, economics or political science
  • At least 15 years of experience working in the development sector and at occupying senior-level positions
  • High degree of familiarity and knowledge of development work, program management, and designing programs
  • Significant experience in programme management at senior level and across a range of programmes (including, but not limited to resilience, gender, climate justice and humanitarian programmes)
  • Significant experience of and proven ability to build, sustain, and manage strong partnerships and work collaboratively with a wide variety of organizations including government agencies, CSOs, NGOs, and private sector institutions
  • Demonstrated capacity to influence and/or develop program and partnerships strategies
  • Previous experience of managing and developing a team with a demonstrated capacity to lead high performing teams, and motivate and develop others
  • Able to be a behavioural role model across the organisation with regard to working in partnership
  • Mature understanding of transformation derived from direct experience in a development and/or humanitarian context
  • High level of influencing skills with proven ability to establish credibility at all levels
  • Well-developed analytical and strategic planning skills with the ability to influence the wider country programme strategy
  • Sound understanding of gender and gender mainstreaming approaches
  • Demonstrated ability to identify and implement opportunities for innovation
  • Demonstrated track record of improving efficiency and effectiveness in areas of responsibility
  • Excellent communication skills and fluency in written and spoken English and Filipino

KEY RESPONSIBILITIES:

 

Program and Partnerships Management

  • Contribute to the strategic design, monitoring and management of assigned portfolio programs of Oxfam Pilipinas in the country
  • Develop, adapt and embed Oxfam Pilipinas’ Strategic Partnership Model including developing and embedding partnership assessment and capacity development tools across the organisation
  • Leads on any partnership-related challenges and seeks to resolve them in a mutually beneficial and amicable way by ensuring open and transparent communication between all parties
  • Expand and maintain genuine partnerships that align with the Strategic Partnership Model and support high quality delivery of Oxfam’s Country Strategy in the Philippines
  • Supervise and mentor key assigned Oxfam Pilipinas staff to ensure effective and efficient delivery of programs
  • Contribute to the design, implementation and review of strategic monitoring, evaluation, learning and social accountability mechanisms

 

Strategic Leadership

  • Support the Executive Director in liaising, coordinating, and participating in Oxfam confederation-wide activities
  • Contribute to developing high-quality policy and communication approaches in support of Oxfam’s campaigning and influencing agenda
  • Ensure and support Oxfam Pilipinas’ organisational transition processes and contribute to improving business systems and operational protocols
  • Provide strategic inputs to the organisation’s country strategy, portfolio monitoring, program design for business development, campaigns, and monitoring and evaluation to ensure the achievement of agreed organisational goals and vision


Other

  • Perform priority organizational tasks related to his/her competencies, as may be assigned from time to time.
  • Actively participates and support the implementation and tracking of the Gender Justice Portfolio workplan and ToC.
  • Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
  • Contribute positively to other cross-functional teams as appointed
  • Contribute positively as a member of the Philippines Country Management Team
  • Leads and convene the PDST
  • Represent Oxfam with donors and to the Government of Philippines on issues relating to partnership

 

 

Contract Length: Fixed Term, 2 years
