Programs Overview:
Project HOPE will support healthcare workers and health authorities within the metro Manila and/or Caragas region to strengthen maternal, newborn, and child health at the health facility and at the community level. This expected program aims to reduce morbidity and mortality associated with the leading causes of maternal and neonate mortality in the Philippines through emergency obstetric and newborn care (EmONC). The program also will support nutrition interventions for mother and baby for
the first 1,000 days of life (conception to two years old), including early initiation of breastfeeding, kangaroo mother care, exclusive and complementary breastfeeding, micronutrient supplementation, and other nutritional interventions integrated into prenatal, intrapartum, and
postnatal care.

Position Summary:
The Programs Director will be responsible to provide financial, operational, and technical management on MNCH and other new programming in the Philippines. The Program Directors will lead in implementing new, high-quality programs scaling best practices on prevention of maternal and neonatal mortality as well as key populations affected by infectious diseases. The role also requires the ability to multi-task and handle complex and competing priorities. This includes managing multiple new programs as they are funded (in addition to the primary program) with support from program technical and administrative staff. The Programs Director will be responsible for re-establishing Project HOPE direct implementation operations in the Philippines, including office setup, program start-up for the primary and future funded programs, hiring key personnel, and managing Project HOPE Philippines new business proposals for both the private and public sector in close collaboration with headquarters and Project HOPE Philippines staff. Other programs in the pipeline for funding include programs in MNCH, infectious diseases (HIV and tuberculosis), and global health security. The Programs Director will be based in the Metro Manila region within commutable distance to the office as the position requires some flexibility for a hybrid schedule.

Main responsibilities include but are not limited to:
1. Plan, coordinate and implement a comprehensive package of MNCH and nutrition interventions which are integrated into existing Filipino health system.
2. Provide technical support to plan, implement, monitor, and ensure quality of the MNCH and other programs.
3. Oversee efforts to prepare curricula and tools for assessment, training, supervision, and monitoring and evaluation with relevant stakeholders and government.
4. Manage the development of monitoring methodology and tools for quality assurance of all aspects of interventions.
5. Support Filipino regional health offices as well as primary, community, and referral facilities in the implementation of interventions for MNCH and nutrition, with potential to also include infectious diseases and GHS.
6. Work closely with the Project HOPE headquarters staff to develop a strategy and plan of action for scaling up best practices
in line with the MoH guidelines for new project development.
7. Lead the program team and ensure quality delivery of the program in line with the donor/ partner expectations, agreement
and budget.
8. Develop training modules and materials for building capacity of health care professionals and hospitals in implementing good practices of clinical interventions.
9. Write and/or manage Project HOPE Philippines production of program proposals, technical reports, project reports, concepts, research papers, survey reports, presentations, etc.
10. Develop strategic partnerships with peer organizations, donor organizations and others to achieve Project HOPE’s goals in the Philippines.
11. Ensure financial monitoring of programs in accordance with standard operating procedure and donor guidelines and regulations with support from finance team.
12. Manage and later oversee operational aspects of program(s), including procurement, recruiting, office setup, and other tasks.
13. Build and strengthen, as required, networking with government, donors, project partners and other stakeholders.
14. Any other work assigned by the supervisor.

Position Requirements:
1. First degree in health science; medicine, nursing, midwifery, public health (master’s or higher would be preferred).
2. Minimum of twelve years of progressive similar experience in the field of Health Science and project management for government, private sector and/or NGOs OR minimum of ten years of experience for master’s degree or above.
3. Technical knowledge and/or programmatic experiences in interventions (including clinical) for MNCH required, knowledge in mother and child nutrition as well as infectious diseases/GHS preferred.
4. Demonstrated experience managing a public health program and staff.
5. Experienced in program operations and finance, especially program start-up.
6. Experience monitoring and reporting on programs through various M&E platforms including DevResults, DHIS2, or others.
7. Experience managing program studies including program evaluations, desk reviews, etc.
8. Adept in proposal design, writing, and management including partnership development.
9. Excellent and proactive communication with program donors, private/public health officials and staff, as well as with program partners.
10. Excellent interpersonal and communication skills.
11. Excellent organizational, planning and coordination skills.
12. Demonstrative ability to multitask.
13. Strong Microsoft office program computer skills.
14. Fluency in English and Filipino both written and verbal.
