The American Bar Association Center for Global Programs (ABA CGP) seeks a Program Director (PD) to support the implementation of projects funded by the U.S. Department of State and other international donors.
This position is for a proposal and is contingent upon receipt of donor funding. The PD will be responsible for implementation of a program to increase Indonesia’s capacity to investigate, prosecute, and adjudicate wildlife trafficking. A typical workday for the PD might include reviewing a draft of a manual on using digital evidence to investigate wildlife trafficking, holding a planning meeting with the prosecutor’s office to finalize logistics for a workshop, having a Zoom call with colleagues to review activity monitoring data from a recent event, and writing a briefing report for the program donor.
Applicants should have 7-10 years of experience working in anti-wildlife trafficking or a related field, such as (but not limited to) environmental law, conservation, forestry, customs enforcement, financial crimes investigations, combatting organized crime, or similar fields. Prior experience managing international donor-funded programs in Indonesia is strongly preferred.
Applicants must be legally authorized to work in Indonesia and be based in the Jakarta metro area. This is a full-time telework position but will require in-person meetings and occasional travel. The successful candidate will be hired as a consultant on a contract with ABA CGP’s USA headquarters.
RESPONSIBILITIES
• Responsible for day-to-day management of assigned programs and ensures that all programmatic requirements are being met/exceeded according to the ABA CGP, and donor requirements;
• Oversees and is accountable for the development and deployment of substantive programming and activities, including, but not limited to, project work plans, managing volunteer legal specialists and consultants, and convening, organizing, and participating in training opportunities within the host country;
• Maintains accountability for all timely, accurate, and compliant in-country programmatic monitoring and evaluation;
• Establishes and enhances effective collaboration and relationships with local entities and other development partners to fulfill program objectives within cost constraints and garner additional funding from partners;
• Maintains proactive communications with program staff and CGP leadership to ensure timely and accurate updates on program activities, achievements, and shortcomings. Creates and implements corrective plans to improve performance against appropriate standards in areas where program shortcomings are identified;
• Collaborates with program staff and local authorities to ensure that all programs and operations are compliant with local laws and regulations and, if required, have received all regulatory licensing/registrations prior to offering the program;
• Supports business development, including conducting capture in anticipation of upcoming awards, engaging with potential partners, and serving as a lead field writer in support of proposals;
• In collaboration with ABA CGP headquarters, local counsel, and Indonesian authorities to ensures that all programs and operations are compliant with local laws and regulations and, if required, have received all regulatory licensing/registrations prior to offering the program;
• Performs other related duties as required.
SKILL AND EDUCATIONAL REQUIREMENTS
Required Qualifications
• Degree in law or a related field
• A minimum of 7-10 years of relevant experience
• Demonstrated prior experience working with investigators, prosecutors, and/or judges on wildlife trafficking or similar cases
• Fluency (written and verbal) in Bahasa Indonesia
• Professional proficiency (written and verbal) in written and spoken English
• Ability to travel within Indonesia
• Flexibility to work outside of normal business hours
• Ability to use discretion when working with confidential documents and information
• Demonstrated ability to work effectively individually and as a team, and ability to mentor other staff in developing skills
• Highly organized, with ability to multi-task and remain calm under time pressure
Preferred Qualifications
• Graduate degree in law or a related field
• Prior experience managing and implementing international donor-funded technical assistance programs
• Experience implementing international donor-supported programs, including responsibilities for supervision of a team, financial management, and compliance
• Experience collaborating with the Ministry of Environment and Forestry of the Republic of Indonesia, especially the Directorate of Law Enforcement
• Field investigation skills
• A strong network with civil society organizations
