Program Evaluator

The Center for Victims of Torture is hiring a Program Evaluator responsible for leading evaluation efforts for assigned projects, including the design, development, and implementation of program monitoring, evaluation, and learning (MEL) initiatives. The Program Evaluator will work on one or more projects that focus on the delivery of mental health and psychosocial support to survivors of torture, trauma, or human rights violations; capacity development of service providers; and/or advancing human rights and justice-related initiatives. The portfolio of programs is dependent upon specific areas of knowledge and skills of the Program Evaluator, as well as the needs of the programs. Responsibilities of the Program Evaluator include proposal development, methods design, implementation, analysis and reporting of results.

Position Details:

  • Reports to: Director of Evaluation & Research
  • Remote status: 100%
  • Pay starts at: $67,400 for candidates located in the USA; candidates outside of the USA will be compensated at a rate that is competitive in their location.
  • Position is open to candidates who reside in and are eligible to work in the US and will not need CVT to sponsor them on a work visa, and candidates located in Ethiopia, Jordan, Kenya or Uganda who are authorized to work in the country in which they are located.

The Center for Victims of Torture works toward a future in which torture ceases to exist and its victims have hope for a new life. We are an international nonprofit dedicated to healing survivors of torture. We offer rehabilitation services to those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture. We are headquartered in Minnesota, and we have US offices in Georgia and DC, as well as offices in Africa and the Middle East.

Responsibilities:

  • Monitoring and Evaluation: Consult with the appropriate stakeholders on approaches to evaluation for the relevant content areas, required/recommended tools and indicators, and review of major products/deliverables; create and/or maintain MEL plans; conduct project performance monitoring and internal evaluation in alignment with MEL plans, department-level quality standards and MEL guidelines; develop and implement tools and systems for collecting, maintaining, and analyzing quantitative and qualitative data; maintain systems to ensure data quality, data protection, and adherence to ethical MEL standards; continually assess current practices and recommend enhancements; deliver trainings on program monitoring, evaluation, and research; and, conduct visits to assigned program sites.
  • Learning: Respond to queries from project team and other stakeholders; collaborate with staff to effectively utilize data to inform service delivery and other activities, program reporting, and development; design and implement regular learning activities for the project team and partners; and, advise program staff and leaders on the implications of MEL findings for program planning and adaptation.
  • Strategy, Planning, and Coordination: Collaborate with program management, program technical staff, implementing partners, and donor representatives; consider the perspectives and needs of diverse stakeholders including community members and external partners throughout all stages of the MEL process; contribute to proposal writing for continuation and new programming; develop and implement monitoring and evaluation plans in accordance with program designs; and, document major tools, decisions, analyses, in clear, accessible locations and formats.
  • Capacity Development: Provide technical supervision, mentoring, and advising for MEL staff; deliver training, support, and coaching on monitoring and evaluation principles and methods to MEL and program staff, including content related to tool creation, data collection, data entry, data analysis, and interpretation.
  • Reporting: P Produce dissemination products for internal and external audiences in alignment with department-level quality standards and MEL guidelines; and, contribute to regular donor and/or CVT briefs and reports in alignment with organization needs, contracts, and/or cooperative agreements.

Qualifications:

Required education, experience, certificates, licenses or registrations

  • Post graduate degree in a social science or a related field (e.g. psychology, human rights, sociology, public health), with an emphasis on rigorous evaluation and/or research methods
  • Two years of experience in program monitoring, evaluation, and learning or applied research
  • Demonstrated experience with a range of evaluation methodologies, including quantitative and qualitative approaches to data collection and analysis, and relevant software
  • Demonstrated experience developing data collection tools and processes
  • Demonstrated experience developing monitoring, evaluation, and learning systems
  • Demonstrated experience engaging teams of people with diverse backgrounds and working in intercultural settings with multinational teams

Preferred education, experience, certificates, licenses or registrations

  • Five years of applied evaluation experience
  • Demonstrated experience integrating racial, gender and social inclusion principles into MEL
  • Demonstrated experience working with refugees and/or survivors of torture or other gross human rights violations
  • Demonstrated experience writing or collaborating on proposals, grants and reports to funding entities
  • Demonstrated experience in the interpretation of evaluation findings for use in applied settings

Competencies (knowledge, skills and abilities)

  • In addition to fluency in English (required), fluency in Spanish, Kiswahili, French, Arabic or another primary language spoken in relevant projects would be an advantage
  • Ability to conduct and advise in descriptive statistics, bivariate inferential statistics, and reliability and validity analyses, and to create reproducible syntax to manage, manipulate, and analyze data using statistical software
  • High level of technical skills to design and implement data collection and analysis in either or both:
    • Qualitative methodologies, particularly field-based projects using interviews or focus groups; case study design; and inductive and deductive analyses
    • Quantitative methodologies, particularly construction of complex relational datasets; conducting multivariate analyses; and interpreting complex statistical models
  • Ability to develop dissemination products for MEL results in various forms (e.g., briefs, reports, presentations, action learning teams, rapid feedbacking sessions) for audiences with varying levels of familiarity with MEL concepts
  • Ability to work in multilingual professional environments and to work with documents and systems in multiple languages
  • Ability to independently produce technical reports for program teams and donors
  • Excellent ability to provide training and mentoring in diverse environments
  • Ability to cope with multiple demands, manage priorities and meet deadlines
  • Ability to work independently
  • Ability to engage substantively in team processes, including technical and ethical consultation and peer review, and to give, receive, and utilize substantive feedback about technical products
  • Ability to develop and maintain professional, collaborative relationships
  • Ability to communicate effectively in writing and verbally
  • Commitment to engaging in human rights work, and diversity, equity and inclusion efforts within the organization
  • Excellent skills in organization, attention to detail and time management (including the ability to meet deadlines)

Working knowledge of Microsoft Office suite (Outlook, Word and Excel)

Supervisory Responsibilities:

  • May provide administrative supervision to others within the Evaluation and Research Department
  • Will provide technical supervision of monitoring and evaluation staff in various locations

Work Environment (subject to change):

  • Typical office environment
  • Time spent on the computer is approximately 85-100%
  • Time spent in virtual meetings is approximately 50%
  • Travel up to 35% of the time within the US or outside the US. Travel may be to remote and/or politically unstable environments lacking in amenities.
