TERMS OF REFERENCE

STATE GAVI COORDINATOR

1. BACKGROUND/RATIONALE 

The Universal Immunization Program of India is one of the largest public health programmes in the world. It targets around 30.4 million pregnant women and 26.7 million newborns annually. Uttar Pradesh, India’s most populous state, plays a pivotal role in shaping the nation’s public health landscape. Uttar Pradesh targets around 6.7 million pregnant women and 5.7 million 0–1 year age child every year for vaccination. More than two million immunization sessions are conducted annually in UP. The state has witnessed a significant increase in Full Immunization Coverage (FIC), progressing from 51.1 percent in NFHS-4 to an encouraging 69.6 percent in NFHS-5. However, it’s crucial to note the substantial variation among districts, with rates ranging from 44.5 percent in Jhansi to an impressive 92.3 percent in Pilibhit. Moreover, the urban FIC falls below the rural, necessitating focused attention. While commendable strides have been made in expanding immunization coverage, the state is confronted with the persistent challenge of vaccine hesitancy. Immunization, a cornerstone of public health and an entry point for primary health care, has been instrumental in preventing the spread of infectious diseases, reducing morbidity, and saving countless lives. However, despite the well-established benefits, pockets of vaccine hesitancy have emerged, fueled by a complex interplay of cultural, socio-economic, and misinformation factors.

2. PURPOSEOFASSIGNMENT 

New Gavi, the vaccine alliance – India partnership as Gavi HSS III highlighted to focus on zero dose children (children who haven’t received any dose of DPT containing vaccine) and missed communities for immunization. The Gavi CSO initiative will contribute to reduce number of zero-dose children in line with Immunisation Agenda 2030 (IA2030) goals (reduce 30% ZD by 2026) as a targeted sub-national strategy. New Gavi, the vaccine alliance – India partnership as Gavi HSS3 highlighted to focus on zero dose children (children who hasn’t received any dose of DPT containing vaccine) and missed communities for immunization.Under Gavi HSS-3 60 out of these 143 districts are from Uttar Pradesh. This position will support engagement of Civil Society Organizations (CSOs) to reduce the zero dose children through community engagement, involvement of local influencers and building the capacities of service providers and community-based organizations (CBOs) to ensure suitability of the intervention and strong data systems to support the interventions and their quality through critical review and feedback.

3. PROGRAMME AREA AND SPECIFIC PROJECT AREA

Output 2 – By 2027, government and partners have the institutional capacity to ensure that pregnant women, infants, and children, especially the girl child and vulnerable groups, have equitable availability, access, knowledge, and ability to demand for quality health care services for immunization; as well as prevention and treatment of other childhood illnesses including pneumonia, diarrhoea, malaria, and paediatric HIV.

4. SCOPE OF WORK 

  • Provide technical support to prepare, implement, monitor, and evaluate CSO work-plans in line with interventions, strategies and plans developed by CSOs.
  • Assess trends and measures outcomes of the CSO engagement initiative relating to achieving quarterly and annually targets.
  • Support and coordinate with Divisional Health Coordinators, State CSO Coordinator, State Gavi Coordinator and State RI Coordinators with preparation of quarterly programme status reports required for internal use, budget reviews, project analysis, annual reports etc.
  • Technical support to GoUP with development of specific MIS and data triangulation activities to improve metrics, measures, and methods to access and use data (U-WIN, Monitoring and Mentorship application and dashboard, and other MISs linked with Gavi HSS III) on a regular basis to improve identification of zero-dose children and missed communities.
  • Technical support to develop cross matrix on related indicators from Monitoring Evaluation Learning and development of monthly scheduled actionable reports on CSO engagement work plans.
  • Smart digital tools to triangulate data from multiple data sources (health and other converging sectors) to generate evidence on the deprived pockets, leading to designing of communication and mobilization interventions. 
  • Technical support to develop CSO MIS formats on reporting of activity work plan and its analysis in consultation with Gavi Coordinator and CSO partner/s.
  • Capacity building of all engaged CSO partners on MIS and handholding support to the field coordinators on the quality inputs while reporting on the MIS.
  • Follow-up with Divisional Health Coordinators and CSO partners to timely submit their activity report every month.
  • Prepare monthly qualitative analytical report of CSO interventions across districts. 
  • Support State Gavi Coordinator, State RI Coordinator on the day-to-day basis for other assigned work under Gavi HSS III initiative.
