Social Sustainability and Inclusion Global Practice

The Social Sustainability and Inclusion (SSI) Global Practice helps countries tackle deep rooted social problems stemming from fragility, climate change, exclusion, and the digital age with people centered solutions that build on local values and institutions. The Practice engages with citizens, communities, and governments to deepen resilience, build inclusion, and empower vulnerable and marginalized groups to have influence and voice. It prioritizes participatory, multi-sectoral approaches that build on norms and informal institutions to address social challenges and to build more inclusive, empowered communities. The Practice also works across the Banks portfolio to implement the Environment and Social Framework (ESF) standards. The ESF offers an overarching platform for fostering inclusive approaches to ensure vulnerable groups benefit from Bank investments and mitigate against related risks.

The Human Rights, Inclusion and Empowerment Umbrella Trust Fund

The Human Rights, Inclusion and Empowerment Umbrella (hereafter HRIE) is a World Bank-wide knowledge and learning program on human rights, housed in the Social Sustainability and Inclusion Global Practice. The objective of HRIE is to increase and strengthen the
understanding and application of human rights principles in the Banks work. Through technical and financial support, the trust fund supports internal capacity building on human rights knowledge and learning. The trust fund generates knowledge from operational and analytical work with focus areas on i) governance, inclusive institutions and empowerment; ii) infrastructure; iii) fragility, conflict, and violence (FCV) and forced displacement; iv) social inclusion; and v) human rights research and evaluation.

Duties and Accountabilities

The Program Manager serves as Task Team Leader (TTL) for the program, and undertakes duties related to the oversight and management of the activities of HRIE. The Program Manager reports to the Practice Manager of the Global Unit, Social Sustainability and Inclusion Global Practice, and oversees the HRIE secretariat which manages the day-to-day work of the HRIE work. The Program Manager interfaces frequently with the Partnership Council, which is comprised of all donors to the HRIE Trust Fund.

Specific duties of the Program Manager include:
Leading the HRIE secretariat and identifying strategic opportunities for HRIE engagement, including engagement with different parts of the WB and external partners;
Leading the development of the work program for the endorsement of the HRIE Partnership Council, and overseeing the implementation of the approved work program;
Leading the preparation and implementation of Calls for Proposals, together with HRIE Steering Committees;
Managing the day-to-day work of the WB staff assigned to the HRIE, including the implementation of HRIE Communication and Visibility Strategy;
Overseeing the activities of HRIE, including monitoring the implementation of HRIE activities, disbursements, training activities, and monitoring and evaluating of the results achieved by the HR Umbrella activities according to its results framework;
Providing advice on human rights related matters to the management of the Social Sustainability and Inclusion Global Practice, and to interested task teams on integrating human rights into development interventions; and,
Managing donor relations, including reporting and resource mobilization.

Selection Criteria

Advanced degree (Master’s or PhD) with a major in a relevant discipline (e.g. Economics, Law, Political Science, Development, Human Rights);
A minimum of 8 years of relevant work experience, of which a minimum of 3 years on human rights in development;
Demonstrated experience in the development and supervision of trust-funded operations;
Proven track record of working across boundaries and forming partnerships;
Track record of working effectively in a multicultural team environment with staff at all levels;
Strong strategic and analytical skills, and ability to think innovatively and pragmatically;
Demonstrated ability to lead and bring to closure complex tasks successfully;
Excellent team leadership with demonstrated ability to build, manage and mentor teams with a problem-solving approach to enable them to deliver better products to clients;
Proactive and action-oriented, ability to anticipate, coordinate, and prioritize activities;
High degree of tact, sensitivity and discretion in dealing with internal and external clients, staff, and managers at all levels, and in handling confidential and sensitive information;
Excellent written and verbal communication skills in English, and preferably working knowledge of French and/or Spanish; and
Ability to work independently and under pressure.

Competencies

Possesses solid technical knowledge and practitioner experience of human rights in development interventions, experience influencing the design and execution of analytical and operational work to integrate human rights;
Demonstrates an ability to work multi-sectorally, integrating human rights principles effectively into sector operations and policy dialogue;
Possesses astute political judgment, diplomatic acumen, and negotiating skills;
Experience in working directly with clients and other stakeholders in at least one World Bank operating region to identify key operational issues and solutions;
Demonstrates a good understanding of the WBGs development initiatives and policies and practices related to lending and non-lending operations;
Demonstrates sound knowledge of international human rights treaties and standards, and of how these can be applied in development; interventions, preferably including demonstrated experience in integrating human rights into one or more of governance; infrastructure; FCV; social inclusion; or research and evaluation methodologies; and
Demonstrates expertise in leading dialogue on human rights with high-level officials, donor representatives and other external partners

If the selected candidate is a current World Bank Group Staff Member with a Term appointment that expires later than the end date of this appointment, s/he will retain the duration of his/her current Term appointment.
