In Madagascar, WFP supports the government’s efforts through an assistance strategy aimed at responding to the humanitarian emergency, strengthening the resilience of communities and supporting sustainable development efforts. In collaboration with State institutions, Non-Governmental Organizations (NGOs) and partners of the United Nations System, the WFP organizes monetary or in-kind transfers to meet the food needs of families affected by climatic hazards, provides school meals which promote access to education for girls and boys, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and their access to the market.

WFP also provides air transport service, providing humanitarian and development actors with safe, reliable and economical transport to other regions of Madagascar.

RESPONSIBILITIES 

Under the direct supervision of the head of the Nutrition Unit, the Tuberculosis/HIV program manager will be responsible for coordinating the design and implementation of the nutritional assistance component for people affected and infected by HIV/ TB in support of the Ministry of Public Health through the National Program to Combat Tuberculosis and the National Program to Combat Sexually Transmitted Infections and AIDS.

He or She will mainly have to accomplish the following tasks

  • Coordinate the implementation of the WFP TB/HIV response strategy established as part of the 2024-2028 strategic plan, in collaboration with field offices, the WFP regional office, the PNLT/PNLIS and their decentralized structures;
  • Develop a strategy for integrating TB/HIV activities into the WFP 2024-2028 strategic plan;
  • Develop a plan for strengthening operational and strategic partnerships to support the implementation of TB/HIV activities in the 2024-2028 country strategic plan
  • Lead work sessions and dialogue with the Ministry of Population and United Nations agencies for the integration of PLHIV/TB into social protection nets.
  • Coordinate the planning, implementation and monitoring processes of TB/HIV activities and ensure compliance with WFP standards;
  • Ensure monitoring and supervision of TB/HIV partners and the PNLT/PNLIS throughout the process of implementing the activities defined in the PTA signed by the entities;
  • Develop and update the quarterly program activity plan while involving the CO and WFP sub-offices;
  • Strengthen the coordination system for integrated nutrition/TB/HIV programs in WFP intervention areas, in collaboration with the Ministry of Health and its decentralized structures, WFP sub-offices and cooperating partners;
  • Contribute to the completion of post-monitoring surveys organized by the WFP M&E team and ensure monitoring of data analysis, reporting, dissemination to all partners in WFP intervention areas and follow-up recommendations from the various evaluations;
  • Support Nutrition Program Assistants in the compilation and monthly update of the field office distribution plan for TB/HIV activities in conjunction with cooperating partners Monitor WFP food deliveries to logistics and CASH distributions with the implementing partners and ensure that beneficiaries receive the rations due to them;
  • Establish a system for monitoring the consumption of nutritional inputs at the Treatment Center and community level;
  • Support the strengthening of communication activities for integrated social and behavioral change at CDT and community levels;
  • Strengthen the complaint and grievance management system at the CDT and community level;
  • Analyze monthly reports from partners on CDT performance, new admissions, monthly update of numbers and list of beneficiaries per CDT, quantities delivered vs. planned quantities, data in WFP corporate databases and send the analyzes monthly at the country office according to the pre-established timeline;
  • Ensure joint monitoring of activities with the Regional Public Health Directorates, HIV referent doctors and other partners;
  • Support the identification and capitalization of good practices and lessons learned regarding activities related to TB/HIV/nutrition;
  • Participate in TB/HIV/nutrition coordination meetings and nutrition-related sectoral meetings in WFP districts and regions of intervention
  • Perform any other task requested by the supervisor.

MINIMUM QUALIFICATIONS REQUIRED 

  • Education : Have an advanced degree in nutrition, medicine, food science or public health.
  • Professional experience : Have at least 3 years of professional experience in the implementation of nutrition or public health projects.
  • Having professional experience in the United Nations system and knowledge of WFP procedures would be an asset
  • Languages : Very good level in French and acceptable level in English.
