Position Overview:

Program Manager, Girls’ Education and Gender Equality Program is responsible for overseeing the overall direction and high-quality programming of Room to Read’s Bangladesh Gender Equality Portfolio, ensuring the Bangladesh team is successfully prepared to implement program content with quality. Working closely with the Global Office Girls’ Education team, this position serves as Country Office technical lead on Gender and is responsible for providing the overall strategic direction and high-quality program implementation in country, Program Manager, Girls’ Education and Gender Equality Program is responsible for leading and managing initiatives aimed at promoting gender equality within the organization and in its external partnerships. This role involves strategic planning, program development, and implementation of gender equality policies and practices. The Program Manager will work closely with various departments to ensure gender equality goals are integrated across all organizational activities. These duties include providing leadership, capacity building, and on-going technical assistance support to the Country Office and field based GEP staff. This position is a member of the Country Management Team, reporting directly to the Country Director.

Primary Duties & Responsibilities:

Strategic Planning, Program Development and Management (70%)

  • Develop and implement a comprehensive gender equality strategy;
  • Lead the creation and execution of initiatives aimed at promoting gender equality;
  • Design, develop, and manage gender equality programs and projects;
  • Ensure all programs align with the organization’s mission and goals;
  • Review and contextualize worldwide program design content and professional learning materials for Bangladesh, in collaboration with the Global Office Girls’ Education Program (GEP) team;
  • Have expertise in area of implementing Girls Education and Life skills curriculum;
  • Support Country Office and Field Office GEP staff in the use of contextualized program content and professional learning materials, in collaboration with the Global Office GEP;
  • Provide technical oversight of Country Office GEP staff and Social Mobilizers (SMs); including providing on-going capacity building, on-site coaching, and technical support as required to address issues of program implementation quality in content areas;
  • Develop and deliver training programs on gender equality for staff and partners;
  • Build the capacity of teams to address gender-related issues effectively;
  • Provide technical assistance and support on gender mainstreaming;
  • Provide general technical assistance to Country Office GEP staff in areas where localized content and professional development are not yet developed;
  • Provide input into performance evaluations of Country Office GEP staff as needed;
  • Monitor and collect feedback/best practices on the use of contextualized program content and professional learning materials, including conducting regular field visits;
  • Revise contextualized program content and professional learning materials as needed based on learnings from field implementation, in collaboration with the Global Office GEP team.

Communication, Reporting, and Documentation (15%)

  • Provide program technical expertise to the Country Research, Monitoring & Evaluation (RM&E) team to support design, implementation and refinement of monitoring and evaluation systems and procedures used to track progress against planned program outcomes;
  • Provide technical input to the Program Operations Director to analyze annual program goals and budgets to ensure alignment with organizational strategies and priorities, as needed;
  • Provide technical guidance to the Program Operations Director in developing and overseeing the implementation calendar, budget, annual planning, quarterly reporting, and overall monitoring of program execution and expenditures as required;
  • Prepare regular reports on the progress of gender equality initiatives;
  • Communicate the organization’s gender equality efforts to internal and external audiences;
  • Maintain transparency and accountability in reporting.

Coordination and Networking (10%)

  • Work collaboratively with internal departments to integrate gender equality into their operations;
  • Engage with external stakeholders, including NGOs, government agencies, and community groups, to promote gender equality;
  • Represent the organization at relevant forums and conferences;
  • Develop and maintain relationships with community and school members, local educational authorities, government officials, and other NGOs as needed to mobilize support for the program;
  • Represent Room to Read both internally and externally by attending and speaking at relevant forums, advocating for the importance of girls’ education and gender equality programs;
  • Liaise with and explore opportunities for knowledge sharing with NGOs, experts, and institutions involved with girls’ education;
  • Advocate for gender equality through publications, presentations, and policy briefs;
  • Stay informed about current trends and developments in gender equality.

Lateral Linkages (5%)

  • Support Human Resources to recruit, train and mentor persons for the GEP program in Bangladesh;
  • Collaborate with People Operations Department as well as Field managers to support setting goals for GEP RTR staff in the Bangladesh program;
  • Collaborate with M&E team to carry out in country research and evaluation of the program;
  • Work closely with Operations director to track and monitor Implementation calendars;
  • Participate in the Country Management Team, supporting and guiding Room to Read’s work in the country;
  • Undertake additional tasks as necessary to achieve the organization’s goals.

Qualifications

Required:

  • Master’s degree in a related field of study, e.g., education, social work, or related development sector;
  • A minimum of 10 years of relevant professional experience;
  • Experience working in the field of gender equality, education, life skills education, and/or community-and youth-development;
  • Proven track record in developing and implementing program improvements that achieve results;
  • Knowledge, understanding, and experience in conducting trainings for adults and adolescents;
  • Experience adapting program and/or training content to fit different contexts;
  • Excellent verbal and written communication skills in English;
  • Strong computer skills and proficiency with Microsoft Office programs;
  • Strong planning, supervising, and program development skills;
  • Prior success working and building relationships with diverse groups of people;
  • Understanding of monitoring, evaluation, and process documentation;
  • Ability and desire to travel frequently to Room to Read program sites.

Preferred:

  • Significant experience working in Bangladesh with government schools, teachers, youth workers, and school-going adolescents;
  • Experience with mentoring, coaching, and/or providing capacity-building support;
  • Prior experience in a fast-paced, growth-oriented global or regional organization;
  • Ability to juggle multiple priorities simultaneously and take initiative;
  • Effectiveness in working in a non-governmental organization that is focused on maintaining high quality work and low overhead.
