Background:

CRS has been operating in Pacific Islands since 2017, implementing programing in Disaster Risk Reduction, Resilient Agriculture, WASH, Microfinance, Disaster Response and COVID programming. CRS has offices in Yap, Chuuk, and Pohnpei States and has established a reputation with key government stakeholders, partners and donors for being a reliable partner for immediate response and recovery support in times of urgent need (such as Typhoon Wutip and 2019 dengue outbreak in FSM and COVID-19 response in FSM, RMI, Fiji, Tonga, and Samoa) as well as building community resilience to future disasters through Disaster Risk Reduction programs. CRS recognizes that disasters and community needs are increasingly related to climate change, which affect the food security, water security, and economic livelihoods of communities in FSM and across the Pacific Islands. CRS is committed to remaining a reliable rapid responder in times of need and will continue to engage and strengthen the capacity of local actors and key government stakeholders. CRS’ main donor in FSM and Pacific Islands is USAID/BHA.

Job Summary:

CRS is seeking a Program Manager for USAID/BHA funded Disaster Risk Reduction project in Yap and Chuuk States in the Federated States of Micronesia. You will manage and provide technical oversight of the implementation of the large and complex Addressing Disaster-Risk, Achieving Preparedness Together (ADAPT) project, ensuring effective systems and processes are in place that support high-quality programming advancing CRS work in serving the poor and vulnerable. You will also manage the Chuuk State office and ensure smooth operation of day-to-day office works. Your management skills and knowledge will ensure that the ADAPT project delivers high-quality programming and continuously works towards improving the impact of CRS’ Disaster Risk Reduction / Climate Change Adaptation and Emergency Response programming.

Roles and Key Responsibilities:

  • Provide management, guidance, and technical oversight of the ADAPT project and its Disaster Risk Reduction, WASH, Microfinance and Agriculture components throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices, contributing to overall quality impact of CP’s Disaster Risk Reduction and Emergency Response programming.
  • Effectively manage and supervise staff across in FSM. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
  • Provide support for other active projects in FSM, particularly operational and programmatic support for SOAR.
  • Lead project activities in Republic of the Marshall Islands (RMI) which will be implemented through local partners.
  • Support the implementation of the ADAPT project MEAL system, providing guidance to MEAL and program staff to ensure alignment with CRS MPPs.
  • Lead the development of program learning – identify opportunities for learning and publications in the area of Disaster Risk Reduction, Emergency Response, WASH, Microfinance and Agriculture. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
  • Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP portfolio in line with agency, regional, and CP Disaster Risk Reduction and Climate Change Adaptation strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals in Disaster Risk Reduction/ Climate Change Adaptation and Emergency Response per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
  • Oversee technical assistance and capacity strengthening activities in for staff and partner organizations to enhance program quality and impact.
  • Oversee the identification, assessment and strengthening of partnerships and the appropriate application of partnership concepts, tools and approaches.
  • Represent CRS in different networks and forums. Proactively identify and share humanitarian needs, gaps, opportunities, and challenges to inform program strategies. Foster strong relationships with government offices to ensure activities are sustainable and contribute to long-term impact. of the project activities.
  • Lead ADAPT project reporting activities and manage donor relationships when appropriate.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
  • Oversee CRS’s Chuuk State office and provide support and capacity building to operations staff to oversee upkeep and maintenance of office and CRS inventory.
  • Ensure appropriate and on time procurement following CRS policy and procedures and provide hands on support to staff to process documentation for on time payment to vendor.
  • Collaborate with CRS staff across all three FSM offices and finance team to ensure timely payment to vendors.

Travel – Must be willing and able to travel up to 30%.

Key Working Relationships:

  • Internal: Country Manager, Program Manager II – Program Quality, Program Manager Yap, MEAL Officer, Field Officer Yap, Operations and Finance Team, Regional Technical Advisors
  • External: FSM Department of Environment, Climate Change, and Emergency Management, Chuuk State Government, Chuuk Disaster and Emergency Operations Center, Department of Agriculture, EPA, Micronesia Red Cross Society, community leadership, traditional leadership, INGOs and donor reps.

Preferred Qualifications:

  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
  • Demonstrated ability to write high quality technical proposals.
  • Experience engaging with partner organizations
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Basic Qualifications:

  • Master’s Degree in International Development, International Relations or in the field of Disaster Risk Reduction/ Climate Change Adaptation, Emergency Response or equivalent. Additional experience may substitute for some education.
  • Minimum of 5 years’ experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the area of Disaster Risk Reduction, Climate Change Adaptation or Emergency Response.
  • Experience in managing moderately complex projects preferably with an international NGO.
