Description
Purpose:
Provide leadership and guidance to the implementation of the SWSN program in Iraq, ensure adherence to WfWI program quality standards/outcomes for the women we serve in accordance with the WfWI/Iraq strategy and the program framework and guide.
Engagement:
- Contribute to strategic management and decision making as a member of the Country Senior Management Team (SMT).
- Contributes to the Country Strategy Development and annual operational planning for Iraq Country Office.
- Work in collaboration with the Associate Director, Gender Equality and Social Power and Associate Director, Women’s Economic Power to ensure that women’s empowerment program components in Iraq are aligned with WfWI’s global strategic and programmatic plans.
- Attend monthly Social Empowerment, Economic Empowerment global meetings and monthly one to one meeting with the Global Support Center (GSC) technical teams.
- Coordinate with donors, relevant government authorities, Iraqi civil society organizations and UN agencies.
- Coordinate with relevant program managers on the implementation of complementary programs (Men Engagement Program, Change Agent and other programs).
- Works with the Country Office SMT, the Global Program Unit (GPU) to share learning, profile WfWI Iraq work and perform necessary program adaptations as needed.
Responsibilities:
Program Management
- Lead on the planning, design, and quality delivery of WFWI’s program in Iraq.
- Oversee the design and delivery, of quality and impactful training programs; in line with WfWI guidelines. Develop new and innovative tools, guidelines, and materials, as needed, to guide program design, development, implementation, reporting and M&E.
- Identify communities to aid growth of scope and programs based on WFWI Marginalization criteria and community identification tools.
- Collaborate with the WfWI Iraq and GSC PDD and MERL teams as needed to ensure quality control, delivery of impactful programs strategy of WfWI/Iraq and the terms and conditions of relevant grants.
- Ensure regular program activities are carried out in an efficient and timely manner including the delivery of program stipend to women participants and letter exchanges between women participants and sponsors.
- Monthly tracking of enrollment and dropouts and advise the program teams and SMT on the course of action needed
Budgeting and Finances:
- Responsible for the efficient planning and management of the SWSN program budgets; ensure that expenses are reviewed and approved as per budget and needs.
- Work with the Finance Manager to review monthly spending plan, develop variance reports to track actual expenditures against projected budget and address changes needed.
- Ensure the program procurement plans are prepared in coordination with Finance and Logistics Department so that program supplies and services are available for program delivery in a timely manner.
- Alert and advise the finance team when plans change, and action needed.
Business Development, Partnerships, and Fundraising
- Identify potential/fundable areas and develop concept notes, proposals, input into log-frames and budgets in line with donor requirements and Iraq funding plan.
- Contribute to the development of Country Office business development and fundraising plans.
- Contribute to the identification, development, and appraisal of WfWI Iraq overall partnerships in line with the partnership guidelines and procedures.
- Develop and maintain good working relationships with other collaborating agencies, partner organizations and community leaders to develop partnerships and referral relationships.
- Provide technical support and guidance sub-grantees, as appropriate.
- Forge and nurture partnerships to deliver the SWSN and collaboration with external stakeholders; ensuring the program serves the most marginalized women in Iraq.
Reporting
- Provide guidance to team on reporting and related formats.
- Prepare timely and accurate monthly and donor reports in line with WfWI and donor reporting requirements
- Share program input to the required external reports including reports to the local authorities.
People Management
- Participate in the recruitment, orientation and management of Program Officers and consultants.
- Line manages direct reports in accordance with Women for Women International’s performance management framework, including the setting of annual performance objectives, conducting annual performance development plans, annual performance appraisal and regular check-in meetings regarding progress throughout the year.
- Empowering, equipping, and training the Program Officers to manage their own work, their direct reports and deliver quality results.
- Conduct regular team meetings and oversee time, attendance, and work planning/ scheduling Conduct staff development and training needs analysis and recommend relevant training for staff being managed and agree on their development plans with the PCC Manager.

Qualifications & Preferred Skills
Required:
- Education: Master or equivalent functional experience and skills, similar industry specific experience preferred, supervisory experience.
- Years of experience: minimum 5 years of work experience in relevant fields, preferably within INGOs sector and at least 3 years of managerial experience preferably in the NGO sector.
- Proven experience in managing partnerships and subgrating local NGOs.
- Evident ability to prepare donor reports and concept notes with a high level of proficiency.
- Demonstrable understanding of and experience in gender issues, women’s rights and economic and livelihoods opportunities and commitment to addressing inequalities in all key areas of responsibility.
- Program Management experience with strong planning, facilitation.

- Ability to define problems, establishes facts, analyzes situations, suggest solutions and makes decisions.
- Excellent written and verbal English, Arabic and Kurdish skills.
- Strong organizational and planning skills.

- Ability and willingness to travel around the country as required.

Preferred:
- Experience in networking and building relationships with local and international networks, working groups and clusters.
- Demonstrated leadership skills and ability to manage a large, complex, diverse team of people through an inclusive and empowering management style.
