Project Description:
The English Access Scholarship Program (Access) is a multi-faceted program supporting global English language learning needs and improving English teaching in more than 80 countries.
The program exposes participants to U.S. culture and democratic values through English language scholarships for underserved learners, professional development opportunities for teachers and administrators, and programming for alumni.
Job Summary / Responsibilities:
Support to Scholarships/Training/Alumni:
Completes administrative tasks supporting core project operations, including setting up overseas providers, agreement set-up requisitions and purchase orders for scholarships, training, and alumni, processing modifications, and managing service agreements close out.
Processes disbursements for service agreements pertaining to the portfolio of competence.
Reviews project vouchers and ensures proper allocation of expenses to funding source and expense categories.
Works with Treasury Department and Program Team Officers to resolve international wire issues and/or return of funds.
Conducts monthly reconciliation of service agreement payments in program database and FHI 360’s accounting system Costpoint.
Ensures that all documentation pertaining to service agreement set-up and related operations and finance is filed accordingly in the Database and Sharepoint.
Support to Consultant’s Management:
Works with Finance Program Officer III and Finance Project Manager in managing consultant agreements, including preparation of agreement packets, modifications, processes payments, and closeout;
Assists in making logistical arrangements for consultants traveling for program purposes, including but not limited to processing expense authorization, flights, hotel bookings, and other transportation; provides travel instructions; processes and reconciles travel expense reports on behalf of the consultant.
Ensures that all documentation related to Consultants’ management under the portfolio of competence is saved in the appropriate finance and operations folders.
Support to Exchanges academic/in-person and virtual logistics:
Assists in making the logistical arrangements for groups of program participants, teachers, and administrators that travel to the United States for exchanges, including travel, hotels, ground transportation, catering, and coordination with local partners.
Prepares exchange participants’ pre-paid card calculations, works with the Treasury Department for issuance of prepaid cards, and processes payment requests.
Conducts the debarment searches for both in-person and virtual exchange participants.
Processes health enrollment of exchange participants; prepares exchange materials and provides other logistic support to exchanges as required.
Provides logistic and program on-site support to exchange locations as required.

Works closely with finance Program Officer III and the Teacher Engagement Team to prepare the Community Based Members (CBM) Service Agreement packets for the Project Manager (Finance and Contracts) to review.
Works closely with the FHI 360 Purchasing Department for the CBM’s Service Agreement package approval and issuance of purchase orders.
Reviews CBMs financial reports and backup documentation and processes invoices for payment.
Prepares modification and close-out of CBM’s service agreements, coordinating closely with other FHI 360 units to ensure compliance with the close-out protocol.
Maintains all exchange-related files, ensuring complete and proper backup/audit documentation for all operations conducted under the competence portfolio.
Other support:
Works closely across Program Teams to manage subscriptions and other vendors, providing tech support, including maintaining and tracking subscription validity; setting up purchase orders; processing subscription renewal as applicable and all related payments.
Conducts procurement for other goods and services as required for program needs following FHI 360 procurement policy.
Maintains program Finance and Operation files, ensuring complete and proper backup/audit documentation for all operations conducted under the portfolio of competence.
Liaises with internal units, Account Payable, Treasury, Travel Service Unit, Facilities, etc to ensure efficient completion of program processes.
Performs other duties, as assigned.
Minimum Requirements:
Bachelor’s degree or its international equivalent required.
A minimum of 2-4 years of relevant work experience in a non-governmental organization (NGO), government agency, or private organization.
Proven organizational skills and ability to manage multiple tasks of competing priority with a high degree of accuracy.
Strong oral and written communication skills; demonstrated professionalism in written correspondence.
Demonstrated ability to work independently and as a team member, meet deadlines, and be flexible.
Demonstrated initiative to take on additional tasks and internal projects.
Demonstrated problem solver.
Demonstrated strong interpersonal and cross-cultural communication skills.
Strong computer skills including use of databases; proficiency in Microsoft Office and Excel, including SharePoint.
Advanced SharePoint and Excel skills preferred.
Familiarity with Deltek and databases preferred.
